Quang Ninh Provincial People's Committee has just issued Document No. 3342/UBND-TC on strictly implementing legal regulations at animal slaughterhouses in the province.
According to Quang Ninh Provincial People's Committee, in the past time, there has been still a situation of small-scale, spontaneous slaughtering in the area, not ensuring veterinary hygiene, food safety and environmental protection conditions.
The management of local authorities in some places is not drastic, posing a risk of food insecurity and environmental pollution.
The Provincial People's Committee requests the chairmen of the People's Committees of communes, wards, and special zones to organize the review, statistics, and classification of all slaughterhouses in the area; develop a plan to terminate operations for small-scale slaughterhouses that do not meet conditions. This must be completed before October 31, 2026.
For localities that do not yet have centralized slaughtering facilities, consider organizing 1-2 temporary centralized slaughtering points.
These points must clearly stipulate operating terms, have veterinary staff controlling slaughter, and ensure requirements on veterinary hygiene, food safety and environment until the centralized slaughterhouse officially goes into operation.
Ha Tu and Quang Hanh wards review and allocate appropriate land funds to relocate centralized slaughterhouses that no longer meet the regulations on distance according to national technical standards.
The Chairmen of the People's Committees of communes, wards, and special zones are responsible before the law and the Chairman of the Provincial People's Committee for the management of animal slaughtering activities in the area.

The Department of Agriculture and Environment is responsible for guiding localities in choosing locations, appraising conditions for centralized slaughterhouses and temporary centralized slaughter points; presiding over inter-sectoral inspections, unscheduled inspections and proposing handling of arising difficulties and obstacles.
The forces of Industry and Trade, Health, Police and related units strengthen inspection and handling of violations in slaughtering, trading, and transporting animals and animal products.
The results of implementation will be one of the bases for evaluating the level of task completion of agencies, units and heads.
