Hanoi Department of Home Affairs has just submitted a report on the plan for the number of professional departments under the commune-level People's Committee, increasing the number of Vice Chairmen of the commune-level People's Committee and not yet dismissing members of the City People's Committee.
According to the Department of Home Affairs, currently, the number of professional departments under the commune-level People's Committee in Hanoi is arranging 3 departments/commune, ward according to Decree No. 150/2025/ND-CP, amended and supplemented in Decree No. 370/2025/ND-CP.
After 1 year of implementing the 2-level local government model, the decentralization of management, socio-economic development; decentralization of revenue sources, expenditure tasks and implementation of authorization to resolve administrative procedures has increased sharply for the commune level.
Many fields directly related to people, organizations, and businesses such as land, construction, finance - budget, civil status, social security, education, health, science, technology and digital transformation are directly advised and implemented by communes.
This is a level of government close to the people, directly implementing pressing people's livelihood issues in the area, so the volume of work to be resolved by specialized departments is large and complex, while previously at the district level there were 12 specialized departments. With the current model, each specialized department at the commune level is performing tasks of 5 to 6 areas of state management associated with different specialized departments, leading to pressure on the management capacity of department-level leaders when in charge of multi-areas.
Many professional fields require in-depth expertise; differences in expertise make it very difficult to arrange heads of departments with sufficient knowledge and experience to lead, direct, evaluate, and comprehensively advise on department tasks; easily leading to laxity, omission of tasks or violations in the process of advising and organizing the implementation of tasks in the locality.
The results of taking opinions from the People's Committees of communes and wards also show that the majority of localities agree on the necessity of reorganizing specialized departments in the direction of increasing specialization. The reorganization needs to overcome the situation that the scope of responsibility is too broad, responsibilities are not really clear, coordination in handling work still has many focal points; at the same time, it is necessary to ensure no division, overlap of functions, no omission of tasks and no interruption of administrative procedure settlement.
Therefore, according to the Department of Home Affairs, to thoroughly overcome the limitations and inadequacies in the current organizational model, in order to improve the effectiveness and efficiency of state management at the grassroots level, and at the same time contribute to the goal of double-digit growth in the coming period, the specialization and increase in the number of specialized agencies under the commune-level People's Committees is currently very necessary and needs to be implemented soon.
Implementing Resolution No. 50/2026/NQ-HDND, the Department of Home Affairs has issued Official Dispatch No. 4371/SNV-XDCQ dated June 16, 2026, requesting agencies and units to give opinions on the plan to organize specialized departments under the commune-level People's Committees.
Based on summarizing and absorbing opinions, the Department of Home Affairs proposes that the City People's Committee unify the policy and orient the model of 5 specialized departments under the commune-level People's Committee for localities to develop projects and submit them to the People's Councils at the same level for decision according to their authority. The specific plan is as follows:

In principle, the designation of professional departments and the number of professional departments are uniformly applied throughout the city, in accordance with Resolution No. 50/2026/NQ-HDND; orienting a common model to facilitate the direction and guidance of specialized fields throughout from the city to the grassroots level, while ensuring the decision-making authority of the commune-level People's Council.
The functions of the departments fully cover the state management tasks assigned to the commune level, clearly defining the scope of advice, not overlapping, not omitting tasks; ensuring a reasonable, smooth, effective and efficient apparatus and not interrupting the settlement of administrative procedures. Increasing the number of departments does not mean increasing the total staff of each locality.
Commune-level civil servant payroll must be within the total payroll assigned by competent authorities. The City shall regulate and rearrange payroll between units according to area groups, job positions, task volumes and the roadmap for handling redundant cadres and civil servants after arrangement. The payroll allocation ratio of each department according to the plans is calculated in the total payroll of civil servants of the Commune-level People's Committee decided by competent authorities.
