The People's Committee of Quang Ninh province has just issued an official dispatch directing the strengthening of occupational safety and hygiene in coal production and trading activities in the province.
According to the People's Committee of Quang Ninh province, in recent years, occupational safety and hygiene work has always been of interest and direction to the Party, the State, all levels of ministries, branches, provincial Party Committees, People's Councils, and People's Committees of Quang Ninh province and has achieved many positive changes.
The awareness and responsibility of authorities at all levels, agencies, organizations, enterprises, workers and society have been raised; the work of preventing, assessing risks, controlling dangerous and harmful factors, taking care of workers' health and improving working conditions has been effective; the rate of serious work-related accidents every year has tended to decrease.
However, from the beginning of 2025 to now, there have been 12 serious and very serious labor accidents at 10 enterprises under the Vietnam National Coal - Mineral Industries Group (TKV), killing 13 people and injuring 1 person. This has a negative impact on the spirit of a number of cadres, workers, and laborers in the coal industry, affecting the production and business activities of enterprises.
To proactively prevent and minimize labor accidents, the Chairman of the People's Committee of Quang Ninh province requested heads, directors of departments, branches, sectors, Chairmen of People's Committees of communes, wards, and special zones to proactively prevent and minimize labor accidents; strengthen propaganda, guidance, inspection and direction of units under their management to fully comply with legal regulations on labor safety and hygiene in the field of coal production and trading; strictly handle organizations and individuals who violate legal regulations on labor safety and hygiene; resolutely stop production and construction when detecting violations of labor safety.
Enterprises, coal mining and processing units must rectify and enhance the role and responsibility of heads, departments and functional offices in appraisal and approval of construction designs and technical measures; mine ventilation plans; incident response plans - search and rescue; incident handling plans, restoration of mine roads; exploitation plans in areas at high risk of pressure, dust, water platforms, landslides...
Strengthen inspection of compliance with internal regulations, processes, and measures to ensure occupational safety and hygiene in production stages, management levels from departments, construction sites, workshops, and workers. Strengthen assessment and strict control of risks of water gomes, fires, explosions, and large-scale mine drops in underground coal mining; risks of landslides and waste dumps in open-pit coal mining. Taking the preventive motto as the main focus, focusing on drilling and exploration, detecting sources of explosive gas, water bags, controlling mine gas during the production shift...; consolidation, holding, monitoring pressure on the mine road, organizing the collection of coal in the market...
Check and review occupational safety and hygiene training to ensure the content, training methods and qualifications and skills of the trainer. Special attention should be paid to training on occupational safety and hygiene for subjects who are production command and control officers, workers at construction sites and workshops; subjects who are officers conducting inspections and supervision of occupational safety and hygiene at the workplace of workers.
Assessing and drawing profound and extensive experience from serious labor accidents in coal mining that have occurred in recent times. On that basis, organize a review of responsibilities, learn from experience, and handle according to regulations.
