According to Article 16 of Decree 33/2023/ND-CP, commune-level cadres and civil servants who have graduated with training levels according to the standards of professional qualifications and skills prescribed in Decree 33/2023/ND-CP are classified as administrative civil servants with the same training level as those prescribed in the professional and technical salary table for cadres and civil servants in state agencies issued with the Government's Decree on salary regime for cadres, civil servants, public employees and armed forces.
According to Circular 02/2021/TT-BNV, the salary coefficient of administrative civil servants is as follows:
- Specialist: With a salary coefficient of 2.34 - 4.98 (undergraduate training level or higher).
- Staff: With a salary coefficient of 2.1 - 4.89 ( college education level or higher).
- Employees: With a salary coefficient of 1.86 - 4.06 (training level from intermediate level and above).
Based on the above content, the salary coefficient for commune cadres and civil servants in 2025 will be as follows:
Salary coefficients for commune-level cadres and civil servants who have graduated from university: 2.34; 2.67; 3; 3.33; 3.66; 3.99; 4.32; 4.65; 4.98.
Salary coefficients for commune-level cadres and civil servants who have graduated from college: 2.1; 2.41; 2.72; 3.03; 3.34; 3.65; 3.96; 4.27; 4.58; 4.89.
Salary coefficients of commune-level cadres and civil servants who have graduated from intermediate level: 1.86; 2.06; 2.26; 2.46; 2.66; 2.86; 3.06; 3.26; 3.46; 3.46; 3.66; 3.86; 4.6.
The salary table for commune civil servants in 2025 as well as other subjects of cadres and civil servants in general are still implemented according to the formula:
Salary = Salary coefficient x basic salary.
In which, the basic salary in 2025 is 2.34 million VND (stipulated in Article 3 of Decree 73/2024/ND-CP).
