Sectors and localities must closely monitor storm developments, proactively plan to respond to wind gusts and heavy rain circulating after the storm; promote the effectiveness of the Civil Defense Command; prepare means, materials, human resources and clearly assign responsibilities in storm prevention command in localities.

Storm prevention and control work must be completed by September 24.
According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 23, the center of storm Ragasa was at about 20.3 degrees North latitude - 117.1 degrees East longitude, in the northeastern sea area of the North East Sea, strong at level 16-17, gusting above level 17.
It is forecasted that by September 25, the storm will gradually weaken, entering the sea area of Quang Ninh - Hai Phong with an intensity of level 10, gusting to level 12.
This is a very strong storm with a wide range of impacts, complex developments, and is likely to directly impact the mainland of the Northern and North Central provinces.
In the face of the above situation, Quang Ninh has synchronously deployed response measures with a spirit of determination, "early, from afar", aiming to absolutely not let any human casualties occur.

To date, all 4,100 fishing vessels and nearly 500 tourist vessels have been brought to safe anchorage; 7,900 aquaculture facilities, of which 800 are at sea, have been reinforced and workers have been relocated to shore.
Large reservoirs lower water levels to receive floods; dyke work, landslide and flood prevention, tree pruning, reinforcement of high-rise buildings, telecommunication poles, etc. are being vigorously implemented.
More than 3,000 officers, soldiers and hundreds of vehicles are ready for rescue missions.
