On June 28, the Department of Home Affairs of Quang Tri province said that it had instructed the People's Committees of districts, towns and cities on the arrangement and assignment of non-professional workers at the commune level when implementing the 2-level local government model.
Accordingly, based on the actual situation and working requirements of the political system at the new commune level to temporarily extend the employment of non-professional workers at the commune level who have not yet implemented the provincial policy of streamlining the payroll until May 31, 2026.
If necessary, communes can continue to use this person for positions in villages and residential groups.
In case localities no longer have a need to use part-time workers, the authorities will resolve the regime and policies according to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government.
For those who still want to continue working, local Party committees and authorities will consider arranging them to work support positions at agencies such as the Fatherland Front, socio-political organizations or the title of non-professional activists in villages and residential groups. These subjects will continue to receive allowances according to the provisions of Resolution No. 120/2023/NQ-HDND of the Provincial People's Council.
In the immediate future, the People's Committee of the district will issue a decision to transfer the number of non-professional workers to the new commune-level administrative unit after the arrangement, effective from July 1, 2025.
As for the position of Deputy Military Commander at the commune level, if not completed, the regime will be resolved according to Decree No. 154/2025/ND-CP.
