On April 29, the leader of the People's Committee of Quang Tri province said that the Department of Health was assigned to preside over and coordinate with the Department of Home Affairs and relevant agencies to review and complete the funding support dossier for 65 civil servants and officials of the health sector. These individuals were sent to postgraduate training during the prevention of CIVI-19 epidemic prevention (2019–2021) but so far has not been entitled to the provincial support policy.
According to the plan, after completing the dossier, the Department of Health will send to the Department of Finance to appraise and synthesize, then the Department of Finance will advise the provincial People's Committee to allocate funding for support from the provincial budget, namely the cost estimates of training in 2025 and the 2024 budget savings source.
Previously, the People's Committee of Quang Tri province submitted a document to the Standing Committee of the Provincial People's Council on financial support for the 65 doctors mentioned above. These cases participate in postgraduate training but have not yet enjoyed the support policy. The cause comes from both objective and subjective factors.
objectively, the COVID-19 pandemic has caused many medical training institutions to temporarily suspend operations, leading to a prolonged training time, exceeding the provisions of the current resolution. Subjectively, the consulting and review work of specialized agencies still has many limitations and shortcomings.
Untimely coordination, combined with the lack of transitional provisions between resolutions, has caused dozens of doctors and nurses to not receive funding support after many years of studying and contributing.
To overcome this problem, the People's Committee of Quang Tri province has proposed that the Standing Committee of the Provincial People's Council allow support of nearly 3.6 billion VND for 65 doctors and nurses, and assigned the Provincial People's Committee to be responsible for organizing the implementation.
On April 24, the Standing Committee of the People's Council of Quang Tri province agreed with the above proposal.
Regarding the incident, since August 2023, Lao Dong Newspaper has published many articles reflecting the situation of doctors in Quang Tri province being sent for vocational training, but not receiving tuition support according to regulations. There are many cases that have to borrow hundreds of millions of VND to study training courses abroad, facing debt pressure.
The delay in funding support not only affects the personal lives of doctors and nurses but also hinders efforts to attract and develop high-quality medical human resources in the locality.
