National Highway 22 expanded to 10 lanes, the Northwest gateway of Ho Chi Minh City is about to transform

HCMC - National Highway 22, from An Suong intersection to Ring Road 3, will be expanded to 60m, accommodating 10 lanes, helping the Northwestern gateway of HCMC escape traffic jams.

The Ho Chi Minh City Department of Transport has just submitted to the City People's Committee a pre-feasibility study report on the project to upgrade and expand National Highway 22 under the public-private partnership (PPP) method and BOT (build-operate-transfer) contract.

This is one of five key transport projects implemented by Ho Chi Minh City under the special mechanism of Resolution 98, allowing BOT investment in existing infrastructure.

According to the proposal, National Highway 22, a section of about 8km long passing through District 12 and Hoc Mon District, will be upgraded and expanded to 60m, accommodating 10 traffic lanes. Of which, 4 lanes in the middle have a design speed of 80km/h, and 6 lanes on both sides have a speed of 60km/h.

The route starts from An Suong intersection (Ring Road 2), runs along the existing National Highway 22 towards Tay Ninh and ends at the intersection with Ho Chi Minh City Ring Road 3.

In addition to expanding the road surface, the project will also build 7 overpasses at important intersections, each with 4 lanes, including: Nguyen Anh Thu; Nguyen Thi Soc - Nha Vuong; Le Thi Ha; Tran Van Muoi - Ba Trieu; Ly Thuong Kiet - Nguyen Van Bua; Nguyen Thi Nuoi; Duong Cong Khi - Le Loi.

The project will occupy about 49.25 hectares of land, of which 16.6 hectares need to be cleared in Hoc Mon district. The total number of affected households in this district is about 1,362, of which 392 households will be completely cleared.

The total preliminary investment of the project is about 10,451 billion VND, of which the State spends 6,234 billion VND, equivalent to 59.65% to serve the work of site clearance and resettlement support.

The construction part under BOT form is about 4,217 billion VND, accounting for 40.35%. The investor will collect fees to recover capital in 23 years and 10 months.

It is expected that in the first quarter of 2025, the project will submit to the competent authority for approval of the investment policy, then prepare and appraise the feasibility study report in the third quarter of 2025.

The selection of investors and the signing of project contracts are expected to take place in the fourth quarter of 2025. Site clearance will be implemented from the fourth quarter of 2025 to the third quarter of 2026. Construction will then begin in the fourth quarter of 2026 and be completed in 2028.

National Highway 22 is currently the main route connecting Ho Chi Minh City with Moc Bai international border gate (Tay Ninh), playing an important role in trade between Vietnam and ASEAN countries.

However, the current road surface is only 36 - 40m wide, with two car lanes and one motorbike lane on each side, causing traffic congestion and accidents to increase.

According to the Ho Chi Minh City Department of Transport, when expanded, this route will be synchronized with major projects such as Ring Road 3, Ring Road 4 and Ho Chi Minh City - Moc Bai Expressway, creating an inter-regional transport network, enhancing connectivity and optimizing infrastructure exploitation efficiency.

In addition to improving traffic, the expansion of National Highway 22 also helps to beautify the urban area, promote the urban development model associated with public transport (TOD), and effectively exploit land funds on both sides of the road and neighboring areas.
