Ho Chi Minh City Department of Transport (MOT) has just submitted to the City People's Committee for pre -feasibility study reports on upgrading and expanding Highway 13 by the method of public -private partnership (PPP), BOT contract (Construction - Business - Transfer).
This is one of the 5 transport projects implemented by the city under the specific mechanism of Resolution 98, allowing BOT implementation for existing infrastructure.
According to the proposal, the section of Highway 13 (Thu Duc City), from Binh Trieu Bridge to Vinh Binh Bridge 6.3km long will be expanded to 60m, meeting 10 lanes.
In particular, on the route will build 3.2 km of elevated roads (viaduct) from Binh Trieu intersection to Binh Phuoc intersection, with a design speed of 80 km/h. Below, the parallel road on each side is 3 lanes wide, maximum speed of 60 km/h.
At important intersections such as Binh Loi Bridge and Binh Phuoc intersection, the project will add two -way underground tunnel to increase circulation. Vinh Binh Bridge at the end of the route is also expanded to 10 lanes, ensuring smooth connection between Ho Chi Minh City and Binh Duong.
The total preliminary investment of the project is VND 21,724 billion, of which the cost of site clearance and technical infrastructure relocation accounts for more than VND 15,200 billion. About 15.6 hectares of land will be recovered as a project, affecting 1,155 households.
The cost of construction and equipment is about 4,331 billion dong, the rest is for project management, loan interest and other provisions.
In the financial structure, Ho Chi Minh City budget participated in about VND 14,707 billion (70% of total investment) for compensation, site clearance and resettlement. The rest is contributed by the investor with the capital of about 6,303 billion dong (30%), the time to exploit and collect the expected payback fee is 21 years 4 months.
The project is expected to submit to the competent authority for approval of investment policies in the first quarter of 2025. After that, the steps of making, evaluating and approving the feasibility study report will take place from the first quarter to the third quarter of 2025.
The site clearance phase is expected from the third quarter of 2025 to the third quarter of 2026. The construction will start from the third quarter of 2026 to 2028 - the time of handing over and putting the project into exploitation.
Highway 13 is the main traffic axis connecting Ho Chi Minh City with Binh Duong, Binh Phuoc and the Central Highlands region. Currently, the road surface through Thu Duc City is only 19 - 27m wide, often congested during rush hour, affecting the socio -economic development of Ho Chi Minh City and neighboring provinces.
Previously, Highway 13, the section from Binh Trieu Bridge to the Binh Phuoc crossroads used to be a bridge project and Binh Trieu 2 road, was implemented in the form of BOT from more than 20 years ago. However, the project was later delayed by the BOT contract.
Thanks to the specific mechanism of Resolution 98, Ho Chi Minh City can re -apply the BOT form to renovate the existing infrastructure, including the upgrading project of Highway 13.
