Ho Chi Minh City Department of Transport (MOT) has just submitted to the City People's Committee for a pre -feasibility study report on the North -South upgrade project (Nguyen Huu Tho), the section from Nguyen Van Linh to Ben Luc - Long Thanh, According to the method of public -private partnership (PPP), BOT contract (construction - business - transfer).
This is one of the 5 transport projects implemented by Ho Chi Minh City under the specific mechanism of Resolution 98, allowing BOT implementation for existing infrastructure.
The project has a total length of 8.6km, expanding the road surface to 60m to meet 10 lanes.
Of which 7.2 km will be built with 4 lanes with 4 lanes, the design speed of 80 km/h. Under the ground, the parallel route on each side is 3 lanes wide, the maximum speed is 60 km/h.
On the route, two important intersections at Nguyen Van Linh and Ben Luc - Long Thanh highway, which prioritizes the car from Nguyen Huu Tho street directly connected to these two large traffic axes.
In addition, the branches up and down the elevated road will be arranged at Rach Le Bridge, warehouse area B, Pham Huu Lau and Nguyen Van Tao streets. At the same time, 14 existing bridges on Nguyen Huu Tho axis will be expanded to ensure synchronous circulation.
The project has a total land use area of about 66.5 ha, of which District 7 accounts for 13.28 hectares and Nha Be district 53.22ha. The land should be cleared about 2.27 hectares. It is expected that about 98 households are affected, of which 19 households must be completely cleared.
The total preliminary project investment is about 9,894 billion dong, divided into four component projects.
Component project 1: Compensation, resettlement support in District 7, budget of VND 1,327 billion.
Component project 2: Compensation and support for resettlement in Nha Be district, budget 18.8 billion dong.
Component 3 project: Building Nguyen Van Linh intersection and intersection with Ben Luc - Long Thanh highway, budgeting VND 2,441 billion.
Component project 4: Upgrading and expanding the North -South axis under BOT contract with a budget of VND 6,106 billion (including loan interest of VND 530 billion). In particular, the city budget accounts for about 15% (891 billion dong), the remaining 85% is participated by investors (5,214 billion dong).
The project is expected to submit to the competent authority for approval of investment policies in the first quarter of 2025, preparing a feasibility study report in the second quarter of III/2025.
The selection of investors and signing contracts is expected to be completed in the fourth quarter of 2025.
The site clearance will take place from the fourth quarter of 2025 to the third quarter of 2026.
The construction of projects using budget capital will start in the fourth quarter of 2025, while the BOT project is expected to be implemented in the first quarter of 2026 and completed in 2028. Private expected to last 22 years 1 month.
According to the Department of Transport of Ho Chi Minh City, the upgrade of the North -South axis will help increase the transport capacity, shorten the travel time, reduce the cost of logistics, and form the traffic axis quickly connecting the ring, highway, As well as linking the region between Ho Chi Minh City and the Western and Southeast provinces.
