New regulations related to pensions from 10. 5 contribute to improving the quality of life

Vietnam Social Security said that from May 10, 2026, Decree No. 85/2026/ND-CP of the Government on supplementary pension insurance officially takes effect.

Not only supplementing a long-term accumulation channel, the policy also opens up a flexible mechanism for workers to proactively prepare financially for old age, contributing to improving the quality of life after retirement and reducing pressure on the social security system in the long term.

According to Vietnam Social Security, practice shows that although the number of pensioners is increasing, the benefit level of a part of retirees is still modest compared to spending needs in the context of increasing living and healthcare costs.

The reasons may stem from many factors such as the time participating in social insurance not being long enough, the salary level used as a basis for contributions is still limited, or the participation process is not continuous...

This shows that supplementing appropriate accumulation channels is necessary, helping workers proactively prepare financially early and gradually ensure better income when entering retirement age.

In that context, supplementary pension insurance is identified as a strategically significant solution to narrow the gap between actual needs and benefits from the basic pension system.

When implemented synchronously and effectively, the policy not only contributes to improving the quality of life of retirees, but also enhances the sustainability and adaptability of the social security system in the new context.

Vietnam Social Security analyzed that one of the highlights of supplementary pension insurance under Decree No. 85/2026/ND-CP is that it is designed on the principle of flexibility and voluntariness, creating conditions for employees to actively participate in accordance with their needs and financial capacity.

The contribution - benefit mechanism of the policy is also built in an open direction, allowing parties to flexibly determine contribution levels, contribution methods and benefits according to each stage, in accordance with actual conditions.

Each participant will have a personal retirement account, which fully records the contributions of the employee and/or employer.

This accumulation is managed and invested according to market principles, ensuring transparency, safety and towards long-term efficiency, thereby helping to increase the value of accumulated assets over time.

Notably, the law clearly stipulates that participation in supplementary pension insurance is not associated with the conditions for recruitment, signing or renewal of labor contracts, as well as not being used as criteria for evaluation and commendation.

This regulation aims to ensure the freedom of choice of workers, and at the same time limit the risk of arising disguised forms of coercion, contributing to creating a transparent and fair participation environment.

With a flexible approach, policies create conditions for many target groups, especially young workers and workers with average incomes, to gradually form long-term accumulation habits.

At the same time, this is also a mechanism to encourage employers to actively participate in building welfare policies for employees, contributing to improving the cohesion in labor relations, improving the working environment and increasing the competitiveness of businesses in the market.

The Social Insurance Agency also said that in the context of Vietnam entering a period of population aging at an increasingly rapid pace, proactively preparing finances for old age is no longer a problem for each individual but has become a systematic requirement for the entire socio-economy.

The implementation of supplementary pension insurance according to Decree No. 85/2026/ND-CP is therefore of strategic significance, contributing to completing the multi-layered social security system, and at the same time gradually allocating reasonable responsibilities between the State, businesses and workers in ensuring income in old age.

It can be seen that supplementary pension insurance is not only a personal choice, but is gradually becoming a suitable trend in the new development context.

When employees actively participate in accumulation, businesses actively accompany and the State continues to improve the legal framework, a multi-layered, inclusive and sustainable pension system will gradually be formed.
