From July 1, 2026, some new regulations related to authorization to receive pensions and social insurance (SI) allowances are officially applied. Beneficiaries need to pay special attention to the term of authorization as well as the obligation to update and verify information to avoid interrupted monthly payments.
According to Hanoi Social Insurance, the Law on Social Insurance No. 41/2025/QH15 has taken effect, which clearly stipulates that beneficiaries have the right to authorize in writing others to receive pensions and allowances. However, the term of the authorization document is only 12 months from the date of establishment.
Notably, cases that have been authorized according to old regulations (Law on Social Insurance 2014) will only be valid until the end of June 30, 2026. After this time, if there is still a need for authorization, people are forced to re-establish a new document according to current regulations.
Statistics show that Hanoi currently has more than 606,000 people receiving monthly pensions and social insurance allowances. Of which, most have switched to receiving through personal accounts, only a small percentage receives cash at payment points.
To ensure that receiving money is not interrupted, the social insurance agency recommends that beneficiaries proactively review the authorization period. In case of not continuing to authorize, it is necessary to carry out procedures to receive money directly through personal accounts. If continuing to authorize, people must complete a dossier including a certified authorization document and a request form, along with full information about the authorized person and the form of receiving money.
Dossiers can be submitted at the nearest social insurance agency, receiving points belonging to the Public Administrative Service Center or the postal system. Functional agencies also note that they only work directly at headquarters, and do not require information through links or strange applications to avoid the risk of fraud.
For special cases such as elderly people, weak health, difficulty traveling, local authorities will coordinate to support the implementation of procedures, even at home when necessary.
The Social Insurance Agency encourages people to receive pensions through personal accounts for convenience and safety. Beneficiaries need to check and extend the power of attorney before July 1 or consider changing the form of receipt. At the same time, be vigilant against fraud, do not provide personal information through strange links and contact the Social Insurance Agency when support is needed.
Currently, the whole country has more than 3.5 million people receiving pensions, and are also granted free health insurance cards if they meet the conditions.
