Accordingly, Hung Yen Provincial Police held a ceremony to announce the Decision of the Minister of Public Security and the Director of the Provincial Police on organization and staff according to the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units.
At the ceremony, authorized by the Minister of Public Security, Major General Tran Xuan Anh, Director of Hung Yen Provincial Police, presented the Decision of the Minister of Public Security on personnel work to 8 Deputy Directors of the Provincial Police.
Hung Yen Provincial Police also announced the Decisions to establish 104 Commune and Ward Police; Decisions on the transfer of 3,629 officers and soldiers of Thai Binh Provincial Police to work at Hung Yen Provincial Police after the merger; Notice on the organization of departments under the Provincial Police and Commune-level Police; Notice of personnel arrangement plans for 27 Department Heads of Hung Yen Provincial Police after the merger; Notice of personnel arrangement plans for 104 Commune and Ward Police Heads after the merger.
Speaking at the ceremony, Major General Tran Xuan Anh affirmed: Earlyly realizing and determining this as a particularly important and extremely urgent political task, the Party Committee and leaders of the Public Security of Hung Yen and Thai Binh provinces urgently met to discuss, agreed on the policy, leadership, and direction to reorganize and reorganize the Provincial Police and Commune-level Police with the highest political determination.
The Director of Hung Yen Provincial Police also praised 67 leaders and commanders who boldly wrote petitions and volunteered to retire before the highest service age in the People's Public Security and 750 leaders and commanders who were ready to take on lower positions and work at the grassroots level to serve the requirements of organizing the apparatus.
According to the Director of Hung Yen Provincial Police, units, police at the commune and ward levels must ensure smooth operation from July 1, 2025, clearly affirming the exemplary and leading role of the police force; strengthening internal solidarity, clearly assigning tasks, clear work, clear authority, promptly detecting and removing difficulties and obstacles... ensuring compliance with the provisions of Conclusion No. 163 of the Politburo on implementing a number of contents and tasks when reorganizing the apparatus and administrative units.
The Director of Hung Yen Provincial Police requested units in the Provincial Police force to urgently review, develop and complete the Working Regulations, processes and instructions on all aspects of work, ensuring unified, synchronous and consistent implementation from the provincial to the commune level; in which professional departments must pay special attention to closely following the grassroots level, promoting the commanding role, promptly detecting and removing difficulties and obstacles for the Commune and Ward Police under the "hand-to-hand" mechanism, absolutely not allowing interruptions, work interruptions, leave vacant areas, best serving the legitimate needs and aspirations of people and businesses.
