On June 17, Mr. Nguyen Hoang Giang - Member of the Party Central Committee, Chairman of Quang Ngai Provincial People's Committee chaired a meeting to give opinions on the progress of removing difficulties and obstacles for backlog and prolonged projects in the province.
According to a report by the Department of Finance, the whole province currently has about 111 projects facing difficulties and obstacles that need to be reviewed and handled. Among them, 82 projects have had inspection and examination conclusions and 29 projects are being further clarified by the Provincial Inspectorate.

For 82 projects that have had inspection and examination conclusions, 61 projects are expected to apply specific mechanisms and policies according to Resolution No. 29/2026/QH16 of the National Assembly and Decree No. 147/2026/ND-CP of the Government to remove bottlenecks and create conditions for continued implementation; the remaining 21 projects are under the local authority to resolve.
In the group of 61 projects expected to apply special mechanisms, there are 25 projects that have been allocated land or leased land on the entire area; 16 projects have been allocated land, leased land on a part of the area; 20 projects have been approved for investment policy, investor selection or compensation and site clearance but have not been allocated land, leased land.
To speed up the processing progress, the Department of Finance has prepared forms and guided investors to complete dossiers. To date, 24 investors have submitted dossiers, reported on the implementation situation and proposed handling directions; of which, 13 dossiers have been consulted and appraised to advise competent authorities to consider and resolve.
For 21 projects under local authority, departments, branches, and localities have removed difficulties for 10 projects. The remaining cases are continuing to complete dossiers and advise on handling according to regulations.
Concluding the meeting, Mr. Nguyen Hoang Giang acknowledged the proactiveness of departments, branches, units, and related localities in closely following central regulations to review and remove obstacles for backlog and prolonged projects; step by step deploying tasks to ensure the prescribed time.
Mr. Nguyen Hoang Giang requested departments, branches, and units to base on Resolution No. 29/2026/QH16 of the National Assembly and Decree No. 147/2026/ND-CP of the Government to urgently advise on developing implementation plans suitable to the actual conditions of the province, and submit them for approval before June 20, 2026.
At the same time, continue to review and effectively organize the implementation of tasks related to removing difficulties and obstacles for backlog and prolonged projects in the province. Strengthen coordination and appraisal of dossiers as required by the Department of Finance.
For 61 projects expected to apply specific mechanisms and policies, the Department of Finance is assigned to preside over and coordinate with departments, branches, and related units to urgently deploy and accelerate progress, closely following the latest direction notice of the province on June 14, 2026.
There are still 11 projects under local authority to resolve, relevant units focus on reviewing and advising on definitively handling each case according to regulations.
Regarding the group of projects being inspected, it is proposed that the Provincial Inspectorate accelerate the implementation progress and soon issue conclusions to serve as a basis for considering and handling difficulties and obstacles for the projects.
