A representative of the Ha Long Bay Management Board said that for a long time, the unit has only hired outside units to focus on collecting garbage at tourist attractions and some coastal routes, because Ha Long Bay is too large. Therefore, it is only possible to clean up those areas, but in a short time, garbage from other areas flows back.
The question is, why is there so much revenue from selling tickets to visit Ha Long Bay each year, some years up to about 1,200 billion VND, but why not deploy large-scale garbage collection, with more modern vehicles, instead of taking small boats and using rackets to collect garbage?
It is known that according to Resolution No. 88/2017/NQ-HDND dated December 13, 2017 of the People's Council of Quang Ninh province, 11.1% of the total revenue from selling tickets to visit Ha Long Bay is reserved for the Ha Long Bay Management Board; the remaining 89% is reserved for Ha Long City (old). There have been many opinions suggesting increasing the remaining part to the Ha Long Bay Management Board to facilitate reinvestment in Ha Long Bay.
From July 1, 2025, after Ha Long City is no longer there, 89% of the proceeds from selling tickets to visit Ha Long Bay have been transferred to Quang Ninh province for coordination. In 2024, total revenue from ticket sales to visit Ha Long Bay will reach more than 900 billion VND. The year with the highest revenue was 2019, with a total revenue of nearly 1,200 billion VND.
