In mid-May 2025, according to the reporter of Lao Dong Newspaper in Cam Con Commune (Bao Yen District), dozens of households have moved to the resettlement area, giving up land to serve the Sa Pa Airport construction project worth 7,000 billion VND.
Next to the Noi Bai - Lao Cai Expressway, you can see dozens of spacious and beautiful houses that have sprung up. The appearance of the resettlement area is changing dramatically.
However, 3 years have passed since the groundbreaking, this 7,000 billion VND airport project has only stopped at site clearance and struggled to find investors.
Mr. Nguyen Van Hoan (Cam Con commune, Bao Yen district) was fed up: "We, the people, have heard and known about this Sa Pa airport project for many years. But that was also the time, after the households agreed to hand over the houses and land to serve the construction, but until now, nothing has been seen."
According to Mr. Hoan, the smooth site clearance has shown the support of the people in the commune. Therefore, people hope that the project's progress and the process of finding investors need to be accelerated to create stability for economic development.
Through research, in 2021, the Prime Minister decided to invest in the Sa Pa airport construction project under the PPP (public-private partnership) form.
The project is divided into 2 investment phases, in which phase 1 - construction of Sa Pa airport to meet the standards of a level 4C airport and a level II military airport, reaching a capacity of 1.5 million passengers/year; phase 2 will complete the project items to reach a capacity of 3 million passengers/year.
The project implementation period is 50 years, of which the construction period is 4 years; the operation, exploitation and capital recovery period is 46 years. Phase 1 of the project will be implemented from 2021; phase 2 will be implemented after 2028.
Sa Pa airport has a land use area of 371 hectares with a total investment of nearly 7,000 billion VND. Of which, the State capital accounts for about VND 2,700 billion, the rest is capital mobilized by investors.
However, despite 2 bidding invitations, the project has not been able to be implemented yet because it has not found a partner. The reason was pointed out that the enterprise saw that the investment was large and it was difficult to make a profit, so it did not do it.
Talking to PV Lao Dong Newspaper, the leader of the Management Board of the Investment Project Construction of Lao Cai Transport Projects said: "The site clearance of the second phase of the Sa Pa Airport Project has been completed. Lao Cai province is coordinating with the stakeholders to conduct adjustments to attract investors.
