This morning (November 12), the Minister of Agriculture and Rural Development sent a telegram to the People's Committees of coastal provinces and cities from Quang Ninh to Binh Dinh; the Ministries of National Defense, Public Security, Natural Resources and Environment, Transport, Industry and Trade, Information and Communications, Foreign Affairs... about the situation of storm Toraji.
The Ministry of Agriculture and Rural Development said that on the evening of November 11, storm Toraji entered the eastern sea of the North East Sea, becoming storm number 8 in 2024.
At 4:00 a.m. on November 12, the center of the storm was at approximately 18.5 degrees North latitude; 118.9 degrees East longitude. The strongest wind near the center of the storm was level 10, gusting to level 12, the storm was moving west at a speed of approximately 10-15km/h (according to the bulletin of the National Center for Hydro-Meteorological Forecasting).
To proactively respond to the storm's developments, the Minister of Agriculture and Rural Development requested ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Dinh to:
Closely monitor the storm's developments; strictly manage means of transport going out to sea; organize counting and notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas or return to safe shelters.
Dangerous area in the next 24 hours: From latitude 15.5-21.5 degrees North, east of longitude 114 degrees East (dangerous area is adjusted in forecast bulletins).
The Ministry of Agriculture and Rural Development requests to prepare forces and means for rescue when requested.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, the coastal information station system and mass media agencies from central to local levels should strengthen measures to inform authorities at all levels and owners of means of transport operating at sea about the storm's developments so that they can proactively prevent and respond promptly and effectively.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to storm developments.
