Implementing the policy of arranging and reorganizing villages according to the plan of Hai Phong city, in the past time, in many localities such as Truong Tan commune, Nam Sach commune and Gia Loc commune, the work of collecting voters' opinions representing households has been simultaneously implemented, ensuring democracy, publicity, in accordance with regulations and receiving high consensus from the people.
In Truong Tan commune, the Steering Committee for implementing village arrangement and reorganization has directed working groups to simultaneously go to the grassroots level to get people's opinions on the Project. Previously, the Commune People's Committee had publicly announced the draft Project at the headquarters and cultural houses of the villages; and at the same time promoted propaganda on the broadcasting system and grassroots information platforms to help people understand the purpose and meaning of the arrangement.
Working groups directly go to each household to distribute forms, guide, and explain specifically. Currently, Truong Tan commune has 24 villages with nearly 8,900 households and over 30,000 people; through review, some villages have not ensured the criteria for scale according to regulations, the arrangement is necessary to streamline the apparatus and improve management efficiency.
The results of the opinion poll showed that 6,682 voters representing households participated and 100% agreed with the Project, with no dissenting opinions.

In Nam Sach commune, villages in the area also simultaneously organized to collect voters' opinions on the plan to arrange and reorganize the village. Commune leaders and members of the Steering Committee directly went to the grassroots level to inspect and grasp the situation, and at the same time propagate, mobilize, and listen to the thoughts and aspirations of the people.
At the opinion gathering points, the process is carried out seriously, democratically, and publicly; people actively study the plan and express their views, contributing to creating consensus in the residential community.

Meanwhile, in Gia Loc commune, the villages subject to arrangement have also implemented the collection of people's opinions according to the plan. Working groups organized visits to each household to guide, distribute forms and collect direct opinions.
The list of 13 implemented villages includes: Phuong Diem 3, Phuong Diem 4, Luong Nham, Tien Ly, Gia Bui, Cao Ly, Tam Luong, Dong Can, Luy Duong, Xuan Trinh, Cong Hoa, Thanh Lap and Dong Tam. This is an important task to ensure proper procedures, promote the people's right to mastery and create consensus in the process of reorganizing the village system.
The process of collecting opinions in localities generally took place safely and stably, without arising complaints, petitions or complex issues of security and order.
Initial results show high consensus of the people on the policy of arranging and reorganizing villages, showing confidence in the leadership of the Party and authorities at all levels and determination to build a streamlined grassroots apparatus, operating effectively and efficiently, meeting development requirements in the new period.
