The test results differ from the year-end assessment.
According to the Department of Home Affairs of Quang Tri province, this unit has just organized a pilot assessment of the professional quality of civil servants and public employees through testing and examination. On November 9, 2024, 178 civil servants and public employees working in accounting at agencies and units throughout the province were tested.
The content of the assessment test is to test the knowledge of expertise, profession, responsibilities, tasks, and the ability to perform assigned tasks of civil servants and public employees. The assessment is conducted in the form of a multiple-choice test on a computer with 60 questions within 60 minutes. Candidates will have the results immediately after completing the test.
As a result, 9/178 people (5.1%) were classified as excellent, 14/178 (7.9%) were classified as good, 117/178 people (65.7%) met the requirements, and 38/178 people (21.35%) did not meet the requirements.
But when compared with the year-end evaluation results, there is a difference in the proportion of civil servants and public employees classified as having completed their tasks excellently and classified as having not completed their tasks.
According to the results of the year-end assessment and classification, the rate of civil servants and public employees classified as having completed their tasks excellently is usually over 20%, while in the examination, only 5% are classified as excellent. The rate of civil servants and public employees whose test results do not meet requirements is 21.35%, while in the annual assessment and classification, the rate of civil servants and public employees who do not complete their tasks is usually very low (less than 2%) or non-existent.
Periodic professional assessment is a new direction.
According to Resolution No. 01-NQ/TU of 2021 of the Quang Tri Provincial Party Committee on promoting administrative reform in the province for the period 2021-2025, the key goal is to build a team of professional, competent and qualified civil servants to meet the requirements of the assigned tasks. Currently, the restructuring and streamlining of the apparatus is being vigorously implemented, so it is necessary to research and innovate methods for assessing and classifying the quality of civil servants.
Mr. Ngo Quang Chien - Director of the Department of Home Affairs of Quang Tri province informed that the Department of Home Affairs and other units have researched methods to evaluate the professional quality of civil servants and public employees of Quang Tri province through periodic assessments.
During the research and survey process, Mr. Ngo Quang Chien believes that the assessment will accurately determine the capacity and working efficiency of each individual, in order to make the right decisions on competition, rewards, training, job arrangement, and create conditions for capable people to develop.
According to Mr. Chien, there is information that the Ministry of Home Affairs will soon apply the examination to evaluate and eliminate the mindset of "there are no lifelong civil servants, but only those who come and go". Therefore, the Department of Home Affairs of Quang Tri province is completing and submitting to competent authorities for consideration to soon implement the assessment of the professional quality of civil servants and public employees through the form of examination and assessment.
