Mr. Huynh Duc Tho affirmed that the legal grounds have been proven above, the unit has comply with the legal regulations, in accordance with the guidance of the Ministry of Finance and the Department of Finance. Therefore, the provincial Inspectorate decided to recover the unit's money on the grounds that there was no approved project without a legal basis to implement.

On January 24, 2025, responding to Mr. Tho's petition regarding the above inspection conclusion, Mr. Pham Xuan Due - Chief Inspector of Quang Ngai province - said that, based on the Law on Management and Use of Public Assets, when the Center develops the use of cars with automatic scoring equipment and yards to provide services for students to rent for reviewing and collecting fees for reviewing driving practice skills, it is necessary to develop a project to use public assets for leasing purposes and submit to competent authorities and individuals for approval according to regulations.

The center is a public non -business unit that is assigned a financial autonomy mechanism under the Government's decree to decide the price of service to ensure costs and have reasonable accumulation. In case the service is on the list of goods and services valued by the State, the price is made, the price bracket is prescribed by the competent authority and the non -business operation revenue from the leasing of public property must be approved by the competent authority to lease public property.
