According to the report of the Nam Song Huong Protection Forest Management Board sent to the Department of Agriculture and Environment of Hue City, the unit currently manages 781.89ha of production planted forest invested with capital outside the state budget.
Of which, 631.92ha is contributed by officials, employees and laborers to plant forests; 149.97ha is the area previously lent to collectives and individuals to plant forests.
Regarding the area contributed by officials, employees and laborers, the unit said that it is implemented according to the production forest planting plan for the period 2019 - 2025 to create additional revenue and improve the lives of workers. After exploitation, revenue is deducted 10% to be submitted to the unit.
In the coming time, a part of the area after exploitation will be arranged to serve replacement afforestation according to regulations; the remaining part will serve the financial autonomy plan and development of large timber forests.
Regarding 149.97ha of land for collectives and individuals to borrow for afforestation, the unit said it will coordinate with local authorities and forest rangers to verify the current status and investment capital, and at the same time request organizations and individuals to fully fulfill financial obligations when exploiting.
After completing the dossier, the Nam Song Huong Protection Forest Management Board requested the Department of Agriculture and Environment of Hue City to take measures to handle and recover the entire area to serve replacement afforestation according to regulations.
The above move took place after Lao Dong Newspaper reflected on the case of 39.85ha of planted forest on public land in sub-zone 166, the Nam Song Huong Protection Forest Management Board was formed but has not completed legal procedures.
During the inspection, the forest rangers discovered that about 5.2ha of acacia forest had been exploited without complete legal documents, in which there was a lack of an exploitation plan approved by competent authorities.
According to the leader of the Nam Song Huong Protection Forest Management Board, in 2020, the leader of the Huong Thuy Protection Forest Management Board (old) allowed an individual to invest capital to plant forests on this area, with the policy of planting forests first, then completing contracting procedures. However, contracting was not implemented due to insufficient legal basis.
Although the forest area has not completed the procedures, the leaders of the Nam Song Huong Protection Forest Management Board still signed a document agreeing to exploitation. Only when about 5.2ha had been cut down, the forest rangers inspected, discovered and requested to stop exploitation.
