Recently, Hai Phong voters proposed to speed up the implementation of procedures to invest in some important infrastructure projects of the city (such as the Ninh Binh - Hai Phong expressway project; the Hai Phong city development project to adapt to climate change using loans from the World Bank; projects to renovate and upgrade Cat Bi international airport...).
Responding to this issue, the Ministry of Transport said, regarding investment in the Ninh Binh - Hai Phong expressway: According to the road network planning, the Ninh Binh - Hai Phong expressway (CT.08) is about 109 km long, with a scale of 4 lanes, and the investment process is before 2030.
Up to now, basically the sections on the Ninh Binh - Hai Phong expressway have been assigned to the local authorities as the managing agencies/competent agencies and are being invested in.
There are only about 6km left in Hai Phong city that have not been implemented. The above 6km section has been prepared for an Investment Policy Report, however, due to resource difficulties, capital has not been allocated to invest in this section in the period of 2021 - 2025.
The Ministry of Transport acknowledges the voters' recommendations. In the process of developing a medium-term public investment plan in the coming time, based on the ability to balance resources and the principles of capital allocation according to regulations, the Ministry of Transport will consider and report to competent authorities to soon invest in this route.
Regarding the project to renovate and upgrade Cat Bi international airport: The project to build passenger terminal T2 with a capacity of 5.0 million passengers/year has been approved by the Prime Minister with a total investment of VND 2,405 billion. Vietnam Airports Corporation (ACV) approved the investment project in August 2023.
The expected implementation progress is about 18 months from the handover of the construction site. However, currently, the project's site clearance work has problems related to procedures for transferring defense land and handling and arranging real estate assets. Therefore, it is recommended that the Hai Phong City People's Committee closely coordinate with agencies and units under the Ministry of National Defense to thoroughly handle the handover of the site to the investor to implement the project, and soon put the project into operation.
Regarding the project to develop Hai Phong city to adapt to climate change using World Bank loans: the project has been approved by the Prime Minister, with a total investment of about 9,900 billion VND.
Currently, the Ministry of Planning and Investment is presiding over the appraisal of the pre-feasibility study report, with the project expected to start construction in 2026 and be completed in 2030.
