Many years have not been allocated land
Many people in Hai Ninh commune (Quang Ninh district, Quang Binh province) said that they are still hoping to soon be allocated land for cultivation after a long wait.
People said that in April 2016, Hai Ninh commune was one of the localities affected by the marine environmental incident caused by industrial wastewater of Hung Nghiep formosa Ha Tinh Steel Alloy Company Limited. After that, Formosa supported the people. The local government has issued notices to grant land for people to cultivate. The locality has issued documents notifying to prepare land allocation documents in 2021.
"However, up to now, we have not received the land. Therefore, we, the people, want to reflect on this incident, because the deadline has passed for nearly 4 years" - a local resident said.
The government will resolve it soon
On April 22, speaking with a reporter from Lao Dong Newspaper, Chairman of Quang Ninh District People's Committee Nguyen Ngoc Thu said that the work of land allocation for forestry in the past has received attention from all levels and sectors from communes, districts and provinces.
"Regarding the allocation of land to people in Hai Ninh commune, we have so far conducted drawings, measurements and measurements of forest reserves, on that basis determining the allocation of land associated with forest allocation to people according to Government regulations. Starting today, we will organize the implementation of reviewing documents according to the regulations. After people complete the documents, the Commune People's Committee will organize a meeting to review and make them public," said Mr. Thu.
After that, the specialized department appraised and submitted to the District People's Committee to issue a decision on land allocation in accordance with regulations.
Mr. Thu informed that the District People's Committee will try to issue a decision to allocate land to the people from now until May 15, 2025, striving to complete the issuance of land use right certificates to the people in accordance with regulations by the end of May 2025.
Currently, the District People's Committee and the district's specialized departments are focusing on arranging staff to work with the commune to guide people to conduct public reviews and procedures for approval in accordance with the provisions of the law on land, to soon complete the land allocation to the people according to regulations.
Mr. Thu added that in Hai Ninh commune, the area granted to land is 231.8 hectares for 1,281 households in 5 villages.
On the same day, the People's Committee of Quang Binh province announced that it had just issued a decision on supporting funding for measuring and measuring forest reserves, marking land allocation, planning, and reviewing planning for the People's Committee of Quang Ninh district.
Quang Binh province allocated VND 2.6 billion from the source " planning capital, granting of land use right certificates, funding for determining infrastructure costs for projects, funding for implementing land use right auction procedures" under the provincial budget estimate.
Quang Binh province also assigned the People's Committee of Quang Ninh district to be responsible for using the funds for the right purposes and conducting financial settlement according to the prescribed regime.
