Number of residential groups expected in Long Bien, Ba Dinh, Tay Ho wards after arrangement

Hanoi - Tay Ho, Ba Dinh, Long Bien wards are collecting people's opinions on the draft Project on arranging residential groups.

Tay Ho Ward (Hanoi) currently has a natural area of 10.58 km2 with a population size of 103,322 people, distributed over 33,721 households in 67 residential groups.

Based on the provisions of Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government, each new residential group must reach a minimum scale of 700 households.

Through reviewing the current situation, the entire ward only has 4 residential groups that meet the conditions to remain unchanged (including group 7 in Quang An area, group 10 in Buoi area, group 1 in Buoi area and group 14 in Phu Thuong area).

The remaining 63 residential groups will be rearranged according to the principle of prioritizing the merger of two or three adjacent groups to ensure boundaries, customs and convenience in management.

It is expected that after the arrangement, Tay Ho ward will reduce from 67 groups to 35 new residential groups (reducing 32 focal points). The average scale of each new residential group will manage about 963 households. Specifically, there will be 17 groups with a scale of over 1,000 households and 18 groups with a scale from 700 to under 1,000 households.

Leaders of Tay Ho ward affirmed that the arrangement will not change the administrative boundaries of the ward and ensure that all new residential groups have cultural institutions and community activity houses for people to operate normally.

Implementing the regulations of the Central Government, the Government and Hanoi City on arranging and reorganizing residential groups to improve the effectiveness and efficiency of the political system at the grassroots level, Ba Dinh Ward People's Committee has publicly posted the draft Project on arranging residential groups in the ward to collect people's opinions.

The collection of people's opinions aims to promote the people's right to mastery, ensure publicity and transparency in the process of building and completing the Project; and at the same time create consensus and high unity in the implementation process.

The public posting period is until the end of June 21, 2026. Ba Dinh Ward People's Committee respectfully requests people in the area to pay attention to studying the draft Project and actively contribute opinions.

In Long Bien ward, the government has organized a Conference to guide the implementation of the work of collecting people's opinions on the Project on arranging residential groups in the ward.

Long Bien Ward currently has an area of 19.15 km2, a population of over 70,000 people with nearly 23,000 households, organized into 37 residential groups.

According to the expected plan, from the current 37 residential groups, they will be arranged into 25 residential groups. In which, keeping the boundaries of 12 residential groups with stable scale or specific elements; implementing the merger and adjustment of the boundaries of the remaining 25 residential groups to form 13 residential groups suitable to population characteristics and management requirements.

Mr. Nguyen Quang Toan - Vice Chairman of Long Bien Ward People's Committee emphasized that the arrangement of residential groups is a major policy to consolidate the organization at the grassroots level, improve the effectiveness and efficiency of state management and the quality of operation of the political system in residential areas.

Mr. Toan requested the forces participating in the opinion poll to comply with regulations, ensure publicity, democracy, and objectivity; promote propaganda to help people understand the purpose and meaning of the arrangement, thereby creating consensus among the people.
