In Tuyen Quang, based on the overall plan of the province, the commune-level People's Committee continues to develop a project to arrange villages and residential groups; organize to collect people's opinions to ensure publicity and transparency, creating consensus before submitting to the People's Council of the same level for approval, completing before June 25, 2026.
The Provincial Military Command and Provincial Police coordinate with localities to review and consolidate the militia and self-defense forces, forces participating in protecting security and order at the grassroots level (ANTTCS) in accordance with the new arrangement plan; proactively grasp the local situation, ensure maintaining political security, social order and safety, and prevent hot spots from arising during the implementation process.
In Bac Ninh province, when implementing the arrangement of villages and residential groups, localities temporarily maintain the existing number of members of the force participating in protecting ANTTCS, and do not recruit new members in arranging and consolidating the force participating in protecting ANTTCS.
Commune-level People's Committees urgently direct the review, evaluation, arrangement, arrangement, and consolidation of forces participating in protecting ANTTCS in the area, ensuring synchronization with the arrangement of other titles in new villages and residential groups after the merger. The review and consolidation must be completed and report the results to the Provincial People's Committee through the Provincial Police before June 30, 2026.
In the immediate future, localities should temporarily maintain the existing number of members of the force participating in protecting ANTTCS, and not recruit new members.
At the same time, implement the addition of the number of members of the ANTT protection team in villages and residential groups before merging into new villages and residential groups after arrangement.
Each new village and residential group has established 1 ANTT protection team including 1 Team Leader, 1 Deputy Team Leader and team members.
The official dispatch emphasized that it should only reduce the number of Security and Order Protection Teams, Team Leaders, and Deputy Team Leaders according to the new village and residential group focal points after the merger; not mechanically reduce the number of members to ensure quality and operational efficiency, and continue to promote the role of maintaining security and order right from the grassroots level.
Regarding the selection of Heads and Deputy Heads of Security and Order Protection Teams in new villages and residential groups, localities must organize thorough reviews and assessments based on criteria of health, qualifications, capacity, prestige, experience, sense of responsibility, work achievements and ability to meet task requirements.
Priority is given to people who have worked in the armed forces, trained through Police and Military schools, or have previously held non-specialized commune police positions.
In Thanh Hoa, on the morning of June 9, the Provincial Party Committee Executive Committee held the 7th conference to give opinions on the overall plan for arranging villages and residential groups in the province and some other important contents.
The province carefully studies the arrangement of mass organizations and forces participating in protecting ANTTCS to ensure synchronous and effective operation after completing the arrangement of villages and residential groups.
