Department of Health conducts surprise inspection
Lao Dong Newspaper has published an article reflecting on irregularities in the super-fast health certificate issuance process at Minh Duc General Clinic (under Minh Duc General Medical Joint Stock Company). Accordingly, the clinical and paraclinical examination process for health certificate issuance services at this medical facility is carried out very perfunctorily.
This raises questions about the tightness and transparency in health check-up activities, as well as the accuracy of the results provided to people when the entire process only takes place in super-fast time.
On April 24, a reporter from Lao Dong Newspaper had a working session with the Thai Nguyen Provincial Department of Health to clarify the above content.
Ms. Tieu Thi Van Hanh - Deputy Director of Thai Nguyen Provincial Department of Health said that on the morning of April 24, after receiving a request to work with a reporter from Lao Dong Newspaper about irregularities in the process of issuing health certificates at Minh Duc General Clinic, the Department of Health established a surprise inspection team for this facility.
At the time of inspection, Minh Duc General Clinic basically fully met the conditions and requirements of the health check-up process. However, this is only an assessment at the time the delegation came to inspect, and before and after that, it is not possible to say exactly," Ms. Hanh said.
Also according to the Deputy Director of Thai Nguyen Provincial Department of Health, at the time of inspection, the delegation recorded that the laboratory of Minh Duc General Clinic could not provide a list of people coming for health check-ups for drivers taking urine tests.
The process now will be for the clinic to make a report explaining the shortcomings. After that, the Department will invite the unit to work, and at the same time compare according to regulations on administrative penalties in the medical field, wherever there is a violation, there will be penalties," Ms. Hanh added.
When asked about the viewpoint of the Thai Nguyen Provincial Department of Health if violations are detected in medical examination and treatment activities, Ms. Hanh affirmed: "Not only Minh Duc General Clinic, but all medical facilities in the area, if there is a conclusion of violation of regulations in medical examination and treatment activities, functional agencies will handle according to regulations and authority.
Leaders of the Thai Nguyen Provincial Department of Health also added that in 2025 alone, this unit also inspected and post-inspected 25 private health facilities. When implementing the 2-level local government model, it has decentralized to communes and wards in the management of health facilities in the area.
Has been criminally prosecuted
According to documents obtained, on the morning of April 24, 2026, immediately after receiving information reflected by Lao Dong Newspaper reporters, the Thai Nguyen Provincial Department of Health issued Decision 928/QD-SYT establishing an inspection team, post-sudden inspection for Minh Duc General Clinic.
The minutes of inspection and post-inspection made at 10:30 am on April 24, 2026 at Minh Duc General Clinic have pointed out a series of shortcomings of this medical facility such as some practitioners not wearing name tags according to regulations during practice.
The laboratory could not provide a list of people coming for health check-ups for the driver's urine test. Minh Duc General Clinic has also not reported changes in health check-up personnel compared to the announcement to the Department of Health according to regulations.
Thai Nguyen Provincial Department of Health will continue to work with Minh Duc General Medical Joint Stock Company - Minh Duc General Clinic Branch to resolve existing problems. At the same time, request this medical facility to report and rectify with documents and evidence sent to the Department of Health before April 28.
It is not clear what the results of overcoming the shortcomings are, but at the time on May 4, when the leaders of this clinic took reporters to visit the examination and health certificate issuance process, some "shortcomings" were still intact.
At the neurological clinic, the same elderly man in white blouse without name tags was introduced as a neurologist. In a quick exchange with PV, this person is 72 years old this year, and has signed a contract with this medical facility for nearly 10 years.
When asked why there was no nameplate and only signing on the health certificate without any clinical examination, this elderly doctor could not answer and left.
Also according to information from Mr. Vu Nang Hung - Director of Minh Duc General Clinic, most of the doctors at the clinic have retired and signed labor contracts. Some people have prepared to retire completely because their health is also weak.
In a working session with reporters, Mr. Vu Nang Hung also frankly shared information that many individuals of this medical facility had been criminally handled for violations in the issuance of health certificates in 2025.
At that time, I was not a clinic leader, as far as I know, there was a case where some health certificates were signed by doctors at Minh Duc General Clinic but without examination.
There are 6 people who were sentenced to 12 months of suspended imprisonment, some people were expelled from the Party, doing so can be called fictitious issuance of documents. After that time, I thought no one dared to do wrong. However, regarding the recent unusual reflections, it is necessary to inspect and explain to clarify," Mr. Hung said.
