
After 1 month of implementing subscriber authentication according to Circular 08/2026/TT-BKHCN, many users believe that they have completed information updates in advance, so they are no longer affected by network operator reviews.
However, many people continue to receive messages requesting to check the phone numbers still in their name on the system to avoid the risk of SIM locking or service interruption.
Talking to Lao Dong, Ms. Nguyen Thuy Dung (Hanoi) said that she was very surprised to receive a message from Viettel with the content that her phone number "has been verified information but there are still other subscribers registered with her citizen ID card that have not been verified".
The message was sent at 7:08 pm (May 14), along with instructions to access the VNeID application to confirm the remaining subscriber numbers to avoid service blocking according to new regulations. However, at about 1 am today (May 15), Ms. Dung paid attention and checked the content of this message.
I was quite surprised because I thought I had already verified it before. After reading carefully, I learned that there were still other phone numbers in my name that have not been confirmed for use," Ms. Dung shared.
According to Ms. Dung, if she does not check the message in time, she may miss an important notification from the network operator.
In addition, recently many users also said that they continuously receive messages requesting verification, updates or confirmation of the subscriber's owner through VNeID.
In the context of many cases of one-way service temporary suspension, telecommunications businesses recommend that people should not be subjective, and need to regularly check messages from network operators to avoid interrupting communication.
Many different handling milestones for each subscriber group
According to Circular 08/2026/TT-BKHCN, the handling roadmap will vary depending on each subscriber group.
For groups of subscribers whose names are confirmed as "not registered, not used", the network operator will send a notification requesting re-verification. If the user does not update as requested, the subscriber may be one-way locked after about 5 days from the time of notification.
After that, if they continue not to be verified, the subscriber may be two-way locked after 60 days from the time of one-way lock and the number will be revoked for about 5 days afterwards.
Meanwhile, for the group of regular subscribers who have not completed verification, telecommunications businesses will start implementing a stronger handling roadmap from around June 15, 2026, i.e., 60 days after the circular takes effect.
In addition, from after June 15, 2026, some cases of changing devices using SIM cards may also be additionally reviewed if they are subject to information verification.
