For cases of stopping vehicles for inspection, the traffic police force focuses on mobile patrols, stopping only at one point for inspection when ensuring the following requirements:
When stopping a vehicle to check, traffic police officers must use a body camera ( mini camera) or arrange a camera to record the entire inspection and handling process of the traffic police force; camera data must be kept in accordance with regulations;
When there is information reflecting the violation to the phone numbers of leaders and commanders of traffic police units;
When there is a general inspection plan, or when there are reports, denunciations, reflections, recommendations, and proposals from agencies, organizations, and individuals on crimes and other violations of the law;
When implementing topics on overloading, carrying more people than prescribed, controlling, and handling alcohol and drug concentrations;...
Traffic police are responsible for regulating and commanding traffic, not stopping vehicles:
For traffic police teams assigned to command and control traffic at intersections, they only perform the task of guiding and commanding traffic control, and are not allowed to stop vehicles to control and handle violations, ensuring safe and smooth traffic;
When the peak hours end, these Traffic Police Teams are arranged to patrol the route to record violations and organize verification and handling of "cold fines";
If the situation in the area and intersection is complicated with traffic safety violations, separate forces will be deployed to handle it.
In the coming time, the Traffic Police Department and the Traffic Police Department of localities will publicize the contents of stopping at a point for control, the arrangement of forces to command and control traffic, the use of cameras to record the patrol and control process, handling violations... to inform the people. In particular, the Traffic Police Department will soon implement these contents on expressways.
From the beginning of 2026, all traffic violations in the fields of roads, railways, and waterways (if not detected directly by professional technical equipment or cameras) must have image data or electronic evidence as a basis for issuing a penalty decision before being handled.
