Accordingly, the Department of Construction shall preside over and coordinate with the Provincial Police, the Department of Agriculture and Environment and the authorities of communes and wards to identify vulnerable routes and areas at risk of landslides and flooding to prohibit people and vehicles from passing. Only vehicles and forces performing storm prevention and control are allowed to circulate.
The Provincial People's Committee also requested that between 11am and 10pm on August 25, people without any absolutely duty not to go out. The temporary road closure period starts at 11am the same day and will be lifted when the storm passes or safety is guaranteed.

Nghe An Provincial Police coordinate with localities to deploy plans to block, guide traffic, and strictly handle violations. Press agencies, radio and television stations and grassroots authorities are responsible for widely informing people so that they know and comply.
According to records, from around 10am on August 25, in Cua Lo ward and Vinh city (old), Nghe An province, there was moderate to heavy rain, the wind has begun to strengthen. Cua Lo sea had big waves.
