On the morning of August 25, at the Government Forward Command Headquarters at the Military Region 4 Command (Nghe An), Deputy Prime Minister Tran Hong Ha chaired an online meeting with provinces from Thanh Hoa to Quang Tri to deploy response measures to storm No. 5.
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. the same day, the center of the storm was at about 18.4 degrees North latitude; 107.2 degrees East longitude, 160km from Nghe An, 145km from Ha Tinh, 155km from Bac Quang Tri. The strongest wind is level 14, gusting to level 17; forecast to move in the West-Northwest direction, speed 15-20km/h.
Storm No. 5 is assessed to be very strong, directly affecting the mainland, causing heavy rain of 200-400mm, locally over 600mm. Ha Tinh, Nghe An, Thanh Hoa, Quang Tri have urgently evacuated people from dangerous areas, prepared logistics and rescue vehicles. Ha Tinh alone has completed the evacuation of people from 17 coastal communes and wards to safe places.
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha asked the police to advise people not to go out from 11am to 6pm on August 25. Forces focus on evacuating people in vulnerable areas, reinforcing dykes, and proactively planning rescue and relief. At the same time, localities continue to strictly implement the "4 on-site" motto, maintain communication and be on duty 24/7 to promptly handle all situations.
