The Government directs the handling of cases of policy profiteering according to Decree 178

The Government Steering Committee requires strict handling of cases and violations of profiteering and violations in reviewing and resolving policies when implementing Decree 178.

Minister of Home Affairs Pham Thi Thanh Tra - Deputy Head of the Government Steering Committee on the arrangement of administrative units at all levels and building a model of organizing local government at 2 levels - has just signed and issued Official Dispatch No. 18/CV-BCD to central and local agencies on the implementation of policies and regimes according to Decree No. 178/2024/ND-CP.

The document stated that on August 1, 2025, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW requesting the urgent completion of the settlement of policies and regimes for cadres, civil servants, public employees and workers affected by the restructuring of the apparatus of the political system.

However, through synthesizing opinions reflecting and monitoring the implementation of policies and regimes for cadres, civil servants, public employees and workers according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP), there is a situation where cadres, civil servants and public employees push, avoid work and take advantage of policies in the process of requesting competent authorities to review and resolve policies and regimes.

Accordingly, to promote the humanistic effectiveness of policies and ensure that policies and regimes are implemented strictly and in accordance with regulations, the Government Steering Committee recommends that heads of ministries, departments, branches and localities implement 3 key contents.

First, increase the dissemination and thorough implementation of the Party's guidelines on implementing policies and regimes for subjects affected by the reorganization of the apparatus and administrative units of the political system.

Second, direct the heads of agencies, organizations and units to uphold the sense of responsibility in identifying the right subjects for timely termination of employment according to Decree No. 178/2024/ND-CP in conjunction with the implementation of the goal of streamlining the payroll and restructuring, improving the quality of the staff, civil servants and public employees.

Do not let the situation of avoiding or pushing work away in performing tasks, taking advantage of policies when proposing, reviewing, and resolving policies and regimes according to authority.

Third, strictly handle cases and violations of profiteering and violations in reviewing and resolving policies and regimes for subjects under management according to the provisions of law.

Previously, at a meeting to assess the situation after 2 months of operating the 2-level local government, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs issued Official Letter No. 6383/BNV-TCBC dated August 13, 2025 guiding the implementation of Conclusion 183 of the Politburo.

This includes the termination of the implementation of regimes and policies according to the provisions of Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) on August 31, 2025.

The Ministry of Home Affairs has instructed agencies and localities to carefully review and properly consider the subjects for policy leave according to regulations, to prevent widespread leave, and at the same time focus on retaining competent staff to ensure the quality of the team.

Regarding the settlement of policies and regimes for cadres, civil servants and public employees, as of August 19, the total number of people who have decided to quit their jobs is 94,402 people, of which 81,995 people have submitted to competent authorities for funding approval and have been approved (more than 50,000 people have received money).

It is expected that by the end of August, the number of days off according to Decree 178 will increase by about 6,000 - 7,000 people. Thus, the number of people who have retired under the provisions of Decree 178 is estimated at about 100,000 people.
