According to the research of the Lao Dong newspaper, the dredging project to build embankments to conserve the landscape of Sao Khe River in the historical area of Hoa Lu ancient capital, Ninh Binh province (hereinafter referred to as the project), was first approved by the Provincial People's Committee in Decision No. 1305/QD -UB of June 28, 2001 with a total investment of VND 72 billion from the state budget, the project implementation time from 2001-2002.
In 2009, the project was approved for final adjustment by the Ninh Binh Provincial People's Committee in Decision No. 1469/QD-UBND dated December 2, 2009 with the goal of contributing to the restoration and conservation of the landscape of the Hoa Lu Ancient Capital historical relic complex; creating conditions for tourism development, festivals, and environmental improvement; irrigation for 1,034 hectares of cultivated land of Hoa Lu district and Ninh Binh city (now Hoa Lu city) to facilitate waterway traffic to serve people's economy in the project area.
The total investment of the Project is 2,595 billion VND (an increase of 36 times compared to the total initial investment) from central capital, government bonds, provincial budgets and other legal mobilized sources, implementation period 2009 - 2020.
On May 29, speaking with a reporter from Lao Dong Newspaper, a representative of the Ninh Binh Province Agricultural and Rural Development Construction Investment Project Management Board (project investor) said that due to difficulties in capital sources, by 2020, the project had completed construction and accepted payment of 1,255 billion VND. The project must be stopped for settlement according to the direction of the Ninh Binh Provincial People's Committee due to not being allocated capital.
From the end of 2024 to the beginning of 2025, the project investor reviewed and handed over the construction items to the management units. The handover items have promoted investment efficiency, contributing to the landscape for the cultural and natural heritage of Trang An world. The settlement of land clearance costs is also completed by the units and eligible for the settlement of the project to stop implementing the project. However, through research, reviewing and consulting the people, local authorities and relevant agencies and units, the investor found that the stop implementation of the project while there were some unfinished items that did not promote the investment efficiency of the project, causing wasting state capital.
Therefore, the project investor has reported to the People's Committee of Ninh Binh Province, and at the same time, the People's Committee of Ninh Binh Province reported to the Standing Committee of the Provincial Party Committee to give comments on the contents related to the implementation, supplementation, reduction of scale, cutting the total investment, deploying construction to the project technical stop.
Some of the project items are not invested and not really necessary will be cut. At the same time, continuing to execute 2 unfinished items: dredging and building embankments to complete Trang An River, the section from Lan Lan Lake to Sao Khe River (the section has not dredged from 491 road to Sao Khe River with a length of about 1.5km) to connect to Trang An boat wharf; Constructing sub -defense roads, sections from Dong Bridge to Yen Trach Bridge on the route at the unfinished construction routes to connect traffic on the route. Besides, add 2 more people's bridges on Trang An River.
The total investment of the Project was also cut from VND 2,595 billion to VND 1,700 billion (down VND 895 billion). The implementation period is until the end of 2027.
"Currently, we are completing the investment procedures for appraisal and approval of the total reduction of investment to continue the construction of urgent necessary items under the direction of the Standing Committee of the Provincial Party Committee and the People's Committee of Ninh Binh Province. In 2018, Lao Dong Newspaper published a series of articles reflecting on the slow progress, causing waste and this is also considered a "super capital" project. From VND72 billion after 3 adjustments, the total investment of this Project has increased to nearly VND2,600 billion (an increase of 36 times). At the 5th session of the 14th National Assembly held in May 2018, delegates also raised the issue of "capital accumulation" of this Project for questioning.
