Many projects abandoned in prime land
The Provincial People's Committee has just issued a Decision to reclaim 5,502m2 of land in Dong Phu ward (Dong Hoi city) used by Hoang Gia Phat Consulting and Investment Company Limited to implement the Coco's Boutique hotel project. The reason for the revocation is that the enterprise violates financial obligations in land use according to the provisions of the 2024 Land Law.
At the time of inspection, the project had stopped construction for a long time, while the construction items only reached the 4th floor. The Provincial People's Committee requires the enterprise to hand over the land within 10 days, otherwise it will be forced to reclaim it.
Next, Decision No. 426 of the Provincial People's Committee to reclaim 2,034.9m2 of land at Linh Thanh Group Joint Stock Company, also in Dong Phu ward. The commercial center and office project for lease was leased land since 2010 but has still stalled on paper and the enterprise has not fulfilled its financial obligations.
Similarly, the Provincial People's Committee has also reclaimed 2,911.6m2 of land from Viet Group Central Joint Stock Company on the banks of Nhat Le River, Dong Hai Ward. This land has been abandoned for many years, while the project is unfinished.
Most notably is the decision to reclaim 71,373m2 of land in Quang Phu commune, leased by Dong Duong Mien Trung Joint Stock Company to implement the Indochina Quang Binh Resort tourism project. This enterprise owes more than 23 billion VND in land tax.
Not only violating financial obligations, many businesses have also left golden land abandoned for a long time, causing waste of resources and affecting the urban landscape. Some projects were expected to create highlights for tourism and services but in the end only existed on paper, losing the trust of local people and business communities.

Creating a transparent investment environment
Faced with the above situation, Vice Chairman of the Youth Union Ngoc Lam requested to strengthen the review of all projects that have been allocated land, leased land but are behind schedule, or violate financial obligations. For projects that have been extended but are still behind schedule, it is necessary to consider land recovery according to regulations.
The People's Committee of Quang Binh province emphasized that strictly handling projects behind schedule does not mean refusing investment, but is to restore order in land management and attract investors with real estate, seriousness and determination.
At the same time, the province also calls for capable and experienced investors to come to Quang Binh for mutual development, on the basis of transparency, fairness and respect for the law. Cleaning the investment environment will pave the way for quality projects that can create socio-economic breakthroughs.
In the coming time, the province will continue to strengthen inspection, examination and supervision of projects that have been allocated land, ensure effective exploitation of resources, avoid waste and loss of budget revenue and contribute to increasing people's trust in the province's administrative apparatus.
Mr. Nguyen Xuan Dat - Director of the Department of Finance of Quang Binh province - said that the department has been assigned to be the standing agency for working groups to remove difficulties in public investment disbursement. The review of investors who are slow to disburse is organized periodically and made public on the information and communication system. The violating units will not only have their capital revoked but will also be responsible for explaining before the meeting.
Also in the first quarter of 2025, Quang Binh province approved investment policies for 7 domestic projects with a total registered capital of more than VND 2,900 billion, including 4 projects outside economic zones and 3 projects in economic zones and industrial parks.
