On the evening of October 25, information from the Traffic Police Department (CSGT) - Hanoi City Police said that immediately after the clip of a young man driving a motorbike using a mask to cover the license plate was posted on social media, the unit quickly took action, verified and strictly handled the violator.
Accordingly, on October 25, a video appeared on social networks recording the image of a young man driving a motorbike in Hanoi, the license plate was covered with a mask. This behavior caused public outrage because it showed poor awareness of law compliance and poses a potential risk of causing disorder and traffic safety.
As soon as the video was posted, the Director of the Traffic Police Department - Ministry of Public Security directed the Traffic Police Department - Hanoi City Police to urgently verify and clarify.
Using professional measures, the unit identified the driver as Mr. N.Q.M (born in 2005, residing in Tay Phuong commune, Hanoi).
After reporting to the police, Mr. M confessed that on the evening of October 24, 2025, he was driving a motorbike with license plate 29V5-697.xx on Xa Dan Street. Because he was worried about being detected and fined for traffic violations, Mr. M used a mask to cover the license plate of the vehicle.
Based on the verification results, Road Traffic Police Team No. 3 - Hanoi Traffic Police Department has drawn up a record of administrative violations against Mr. M for the act of "driving a vehicle with a covered license plate".
According to current regulations, this behavior is subject to a fine of 4 to 6 million VND (an average of 5 million VND) and a deduction of 6 points on the driver's license.

The Hanoi Traffic Police Department recommends that deliberately covering, blurring or changing vehicle license plates is a violation of the law, making it difficult to manage, supervise and handle violations.
The authorities will continue to increase detection and strict handling to ensure deterrence and maintain traffic order and safety in the area.
