Accordingly, the Hanoi People's Council has just issued Resolution No. 16/2026/NQ-HĐND dated June 2, 2026, stipulating the level of annual operating expenses support for Liaison Committees of revolutionary soldiers captured and imprisoned by the enemy and the content and level of gifts from the City on the occasion of Lunar New Year, War Invalids and Martyrs' Day July 27, National Day September 2, International Children's Day and Mid-Autumn Festival.
Notably, the Resolution continues to show the city's concern for people who are receiving pensions, monthly unemployment benefits and people who are receiving monthly social insurance benefits such as labor accident benefits, occupational disease benefits, and monthly death benefits.
From July 1, 2026, people who are receiving monthly pensions and unemployment benefits; people who receive monthly social insurance benefits will receive cash gifts from Hanoi City on the occasion of the Lunar New Year at a rate of 500,000 VND/person.
This benefit level is increased by 200,000 VND/person compared to the regulations in Resolution No. 25/2022/NQ-HĐND previously.
In addition, the City's new Resolution also continues to expand, adjust and increase support levels for many other policy groups, showing the City's increasingly deep concern for social security work.
Regarding the payment method, gift-giving is carried out through agencies and units assigned by the City to organize the payment of benefits.
For people who are receiving monthly pensions and social insurance allowances, the City's gifts will be transferred in the same period of pension and social insurance allowance payment or through the payment unit according to the guidance of the social insurance agency and local authorities, ensuring they reach the right beneficiaries, publicly, transparently and conveniently for beneficiaries.
Resolution No. 16/2026/NQ-HĐND takes effect from July 1, 2026.
Increasing the level of Tet gifts for people receiving monthly pensions and social insurance allowances not only contributes to encouraging and sharing with beneficiaries, but also shows the concern and responsibility of Hanoi City in caring for the material and spiritual life of people, especially those who have made many contributions to society, thereby continuing to consolidate and promote the effectiveness of social security policies in the Capital.
