On July 10, the Can Tho City Party Committee held the 9th Conference of the City Party Committee Executive Committee of the 1st term (expanded) to summarize the implementation of political tasks in the first 6 months of the year and deploy tasks for the last 6 months of 2026.

Mr. Le Cong Ly - Standing Vice Chairman of Can Tho City People's Committee said that in the first 6 months of the year, the GRDP growth rate of the city reached 6.7%, much lower than the proposed scenario of 8.55%. With the current growth momentum, if there are no breakthrough solutions in the last months of the year, the double-digit growth target will face many difficulties.
According to Mr. Le Cong Ly, the reason for this situation comes from three major groups of issues, in which the most important bottleneck is the slow ability to convert resources into added value.
We have planning, policies, capital sources, investors, many projects have been prepared, but the process from policy to construction, from construction to product creation, and then transformation into growth value still takes a lot of time," Mr. Le Cong Ly assessed.
Mr. Le Cong Ly said that some sectors are facing difficulties because the disbursement progress of public investment capital has not met requirements. Many projects are still facing obstacles in site clearance, investment procedures, planning, and land. Some projects in the fields of industry, energy, logistics, and urban areas are still in the preparation or construction phase, and cannot create added value for the economy.

In addition, the organization of implementation in some places has not met the requirements of the new development stage. The coordination between agencies and units is sometimes not close; the process of handling work is still slow, and there is still a mentality of waiting for guidance. In particular, procedures related to land and site clearance are prolonged, affecting the progress of many projects.
To create growth momentum in the last months of the year, Can Tho leaders said that the city will prioritize promoting the industrial - construction sector, considering disbursement of public investment capital as an important driving force leading growth.
The city will resolutely transfer capital for slow-progressing projects, not allowing investment resources to be stagnant. At the same time, Can Tho continues to unlock commercial and service resources to promote the central role of the region; improve added value in agricultural production instead of just focusing on increasing output.
According to Can Tho leaders, along with economic solutions, innovating operating methods, improving the spirit of responsibility and decisiveness in organizing implementation will be decisive factors for the city to create changes in the coming time.
Mr. Le Cong Ly clearly stated that if the value and GRDP rate are not achieved, it will be a burden for the following years, thereby making the double-digit growth target for the entire term even more difficult to achieve.

Mr. Le Quang Tung - Member of the Party Central Committee, Secretary of the Can Tho City Party Committee - emphasized that, first of all, it is necessary to create a strong change in the disbursement of public investment capital, considering this as a key political task of the last 6 months of the year.
Investors, departments, branches, and localities must regularly inspect the site, immediately remove obstacles related to compensation, support, resettlement, site clearance, investment procedures, construction materials, contractor capacity; focus on key projects, transport infrastructure projects, industrial parks, urban areas, commerce, tourism, logistics. Projects that are slow must clearly point out responsibilities; capital sources that are unable to be disbursed must be resolutely transferred to projects with better progress.
Along with that, continue to strongly improve the investment and business environment, remove difficulties for businesses, cooperatives, and business households.
Continue to promote administrative reform, digital transformation, improve the effectiveness and efficiency of the operation of local governments at 2 levels. Agencies and units must review work processes, shorten the processing time of dossiers, reduce compliance costs for people and businesses; overcome the situation of loose coordination, delays, avoidance, and shirking responsibility.
