According to the report of the Can Tho City Party Committee's Organization Committee, before the arrangement, the whole city had 1,896 hamlet and area party cells, including: 1,259 hamlet party cells and 637 regional party cells. After the arrangement, the number is still 1,227 party cells, including 830 hamlet party cells and 397 regional party cells with 68,954 party members, a decrease of 669 party cells.
In the process of implementation, the city ended the operation of 669 Party cells, established 603 new Party cells and maintained 624 Party cells, mainly implementing name changes or consolidating Party committee personnel.
According to the Organization Committee of the City Party Committee, the appointment of Party cell committees, secretaries and deputy secretaries of Party cells is carried out in accordance with regulations. Most Party cells have been consolidated to have sufficient number of Party committees according to the approved plan, and the quality of the Party committee team has been gradually improved.
The whole city currently has 4,917 party committee members, of which 1,690 people participate for the first time, 1,261 women, 493 people are ethnic minorities and 189 people have religion. The proportion of party committee members with college and university degrees or higher reaches 38.2%, while 29.9% have intermediate level of political theory or higher.
For the position of Party cell secretary, the city has appointed 1,208 people, including 530 people participating for the first time and 227 women, accounting for 18.8%. 50.3% of secretaries have college and university degrees or higher and 53.5% have intermediate level of political theory or higher.
The city also appointed 1,188 deputy secretaries of Party cells, of which 651 people participated for the first time and 301 women, accounting for 25.3%. The proportion of deputy secretaries with college and university degrees reached 37.9%, and the proportion with intermediate level of political theory or higher reached 25.8%.
Regarding concurrent arrangement, out of a total of 1,208 Party cell secretaries, 859 are non-commissioning. There are 213 people who concurrently hold positions as hamlet and area heads and 136 people who concurrently hold positions as hamlet and area Fatherland Front Committee heads.
Besides the achieved results, the Organization Committee of the Can Tho City Party Committee said that some localities are still confused in the process of arranging Party organizations in hamlets and areas. The research and grasp of regulations, guidelines and implementation procedures in some places are still slow, affecting the implementation progress.
Some localities also face difficulties in arranging personnel because the source of cadres does not meet the requirements for age and educational level for key positions in hamlets and areas.
Notably, after arrangement, some party cells have significantly increased the number of party members, causing difficulties in organizing periodic activities. Many places still lack locations and facilities to meet the requirements of party cell activities.
