Regarding storm No. 3, on the afternoon of September 5, a representative of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Quang Binh province said that all ships at sea in Quang Binh province had been notified and had gone to safe shelters.
On the same day, the Border Guard of Quang Binh province informed that, up to now, 456 vehicles operating at sea have been informed about storm No. 3.
According to the inventory information of the Border Guard of Quang Binh province, the whole province currently has a total of 7,313 vehicles with 18,979 workers.
Of these, 6,857 vehicles and 17,418 workers were anchored at the port. As of 10:00 a.m. on September 5, there were 456 vehicles with 1,561 workers operating at sea.
The coastal waters have 280 vehicles and 388 workers; the waters of the Northern Gulf of Tonkin have no operating vessels; the waters of the Southern Gulf of Tonkin have 87 vehicles and 617 workers; the waters from Quang Tri to Quang Ngai have 89 vehicles and 556 workers.
The Quang Binh Provincial Border Guard Command requested coastal units to coordinate with localities and families to notify ship and boat owners to maintain communication to proactively guide and handle situations when they arise.
As of noon on September 5, storm No. 3 Yagi continued to strengthen to level 16 (super typhoon level). Although still quite far from the mainland, according to the meteorological agency, with a wide circulation, the storm is likely to cause heavy rain even before making landfall.
The areas directly affected on a large scale are the Northern and North Central regions, with strong winds of level 6 or higher accompanied by heavy rain. The focus is on the provinces of Quang Ninh - Hai Phong - Thai Binh - Nam Dinh - Ninh Binh, with the strongest winds and heaviest rain. The two provinces of Quang Ninh - Hai Phong are the focus of impact.
The National Center for Hydro-Meteorological Forecasting said that from the night of September 6 to the morning of September 9, the Northern and North Central regions are likely to experience widespread heavy rain with total rainfall ranging from 100 - 300mm, with some places over 500mm.
