On January 31, news from Khanh Hoa Provincial People's Committee said that the locality has decentralized the authority to issue, adjust and revoke eligible licenses for karaoke service and dance club services in the province from February 6, 2026.
This is to enhance the efficiency of State management and create favorable conditions for businesses and business households.
The decentralization is applied to the Department of Culture, Sports and Tourism; People's Committees of communes, wards, special zones; and Vietnamese and foreign businesses and business households operating in the field of karaoke and nightclubs in the province.
Specifically, the Department of Culture, Sports and Tourism is decentralized to carry out the issuance, adjustment and revocation of licenses that meet the conditions for operating nightclub services.
The Department is responsible for presiding over and coordinating with relevant agencies to announce and develop internal procedures for resolving administrative procedures; guiding the People's Committees of communes, wards, and special zones to perform decentralized tasks.
In addition, the Department of Culture, Sports and Tourism will establish an appraisal team to inspect and verify the business conditions of enterprises and business households according to regulations; periodically report the implementation results to the Provincial People's Committee.
For the People's Committees of communes, wards, and special zones, it is decentralized to carry out the issuance, adjustment and revocation of Licenses that meet the conditions for karaoke service business in the managed area, applicable to both businesses and business households.
Localities are responsible for ensuring resources and necessary conditions to perform tasks; strengthening state management of karaoke service business activities; establishing an appraisal team to inspect and verify business conditions according to regulations and implementing a periodic reporting regime to the Department.
Many people and businesses in Khanh Hoa province expressed their agreement with the policy of decentralizing the authority to license karaoke and dance clubs.
Mr. Nguyen Tu Van - a resident of Nha Trang ward said that this is a suitable step in the context that the province is promoting administrative reform and building a serving government.
The assignment of authority close to the grassroots level is expected to help shorten the time to resolve procedures, reduce the situation of multi-level travel, and at the same time increase the proactiveness and responsibility of local authorities in managing conditional business types.
Meanwhile, businesses also expect transparent procedures and clear focal points for receiving dossiers to contribute to creating a more favorable business environment.
