On June 28, Thanh Hoa Provincial People's Committee said that the Chairman of Thanh Hoa Provincial People's Committee has just decided to add more than 62.4 billion VND targeted from the provincial budget to communes and wards to implement the policy of streamlining staff for non-specialized personnel in 2026 (phase 2).
According to the decision of Thanh Hoa Provincial People's Committee, the total additional funding for this phase is more than 62.4 billion VND, which is deducted from the salary reform fund of the provincial budget.
The funding is to support localities to pay regimes and policies for groups of non-specialized workers at commune and ward levels who are subject to staff streamlining according to current regulations.
The policy is implemented based on the Government's regulations on staff streamlining, along with the Ministry of Finance's guiding circulars on determining funding sources, preparing estimates, managing and finalizing budgets to serve staff streamlining in 2026.
Thanh Hoa Provincial People's Committee clearly stated that the allocated funds this time are only for the purpose of supplementing resources for the commune-level budget, not a decision to approve the list of beneficiaries, conditions for enjoyment or specific payment levels.
The determination of subjects, listing and approval of spending levels for each case is under the authority of the Chairman of the Commune-level People's Committee according to the decentralization that has been authorized. The Provincial People's Committee does not re-approve this content.
Localities are responsible for using the allocated budget for the right purpose, while ensuring that payments are made to the right beneficiaries, publicly, transparently, economically and in accordance with legal regulations; absolutely not allowing loss, waste or negativity to occur.
The Thanh Hoa Provincial Department of Finance and the State Treasury of Region XI are responsible for inspecting, supervising, guiding and implementing timely and proper disbursement of funds; and at the same time refusing ineligible expenditures.
Communes and wards in the list that are allocated funds must proactively coordinate with local budget sources and provincial support sources to pay benefits to workers subject to streamlining.
The Chairman of the Commune-level People's Committee is fully responsible for the accuracy of the list, dossiers, benefit levels and payments; and must carefully review before making payments to avoid errors and policy duplication.
The Provincial People's Committee requests relevant agencies to strengthen inspection and supervision of the implementation process, and promptly handle arising problems. In case of detecting incorrect spending or violations of regulations, responsibility must be recovered and handled according to legal regulations.
