On August 5, Thanh Hoa Provincial People's Committee said that Vice Chairman of the Provincial People's Committee - Mr. Le Quang Hung has signed Decision No. 2372/QD-UBND approving the cost estimate for implementing the policy of streamlining staff in 2026 according to Decree No. 154/2025/ND-CP of the Government, with a total cost of more than 9.1 billion VND.
Of which, more than 8 billion VND is allocated from the provincial-level state budget salary reform fund; more than 1.1 billion VND from the assigned recurrent expenditure estimate or career revenue of units.
According to the appendix attached to the decision, the Thanh Hoa Department of Culture, Sports and Tourism is allocated the largest budget, more than 2.74 billion VND.
The Department of Education and Training and the Department of Health are allocated more than 2.2 billion VND each.
Hong Duc University is allocated more than 1.2 billion VND to implement policies for cases belonging to Thanh Hoa University of Culture, Sports and Tourism before the merger.
In addition, the Vietnam Fatherland Front Committee of Thanh Hoa province was allocated more than 407 million VND for cases belonging to the Provincial Cooperative Alliance; Thanh Hoa Traffic Construction Investment Project Management Board was allocated more than 311 million VND.
Thanh Hoa Provincial People's Committee requests agencies and units to review the conditions and standards of cases of implementing staff streamlining policies; manage and use funds in accordance with regulations, policies, and subjects, ensuring publicity and transparency, and preventing negativity, loss, and waste.
In case the estimate is not in accordance with standards and norms, is not used up, or there are expenses that are not in accordance with regulations, the units must recover and pay back to the state budget.
The Department of Finance, Department of Home Affairs, State Treasury of Region XI and related units are responsible for guiding, inspecting, and supervising the implementation process according to regulations.
