On August 24, information from the Thanh Hoa Provincial Civil Defense Command said that, implementing the direction of the Provincial People's Committee in Official Dispatch No. 12/CD-UBND dated August 23, based on the forecast bulletins of the National Center for Hydro-Meteorological Forecasting on the developments and direction of storm No. 5, the Provincial Civil Defense Command decided to ban the sea in the area from 8:00 a.m. on August 24 until no longer affected by the storm.

The dispatch requires the Chairmen of the People's Committees of coastal communes, wards, localities with fishing activities and related units to urgently implement the ban on the sea; closely monitor and absolutely not allowing ships to go to sea during the ban period. Chairmen of People's Committees of coastal communes, wards and localities with fishing activities must be responsible to the Chairman of the Provincial People's Committee and the Provincial Command if subjectivity and negligence occur, leading to damage to people and property.
Localities guide and arrange ships to anchor safely; strictly manage at storm shelters, absolutely do not start the engine when it has anchored and resolutely do not leave people on the vehicle when the storm makes landfall.
The dispatch also requires units organizing on-duty to seriously and regularly report the situation to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and the Standing Office of the Provincial Civil Defense Steering Committee for timely synthesis and reporting according to regulations.
