Thanh Hoa transfers 102 facilities and school sites no longer in use to communes for management

Thanh Hoa - More than 100 preschool, primary and secondary school facilities and sites have been transferred to the People's Committees of communes for management.

On September 5, information from the Office of Thanh Hoa Provincial People's Committee said that Mr. Le Quang Hung - Vice Chairman of the Provincial People's Committee has just signed Decision No. 2811/QD-UBND transferring public assets, which are houses and land of many educational institutions that no longer need to be used, to the commune-level People's Committee for management and handling according to regulations.

Through the list attached to the decision, there are 102 facilities, school sites and school areas under transfer to 9 communes including: Tay Do, Dien Lu, Dien Quang, Bien Thuong, Quy Luong, Pu Luong, Nhi Son, Ba Thuoc and Thiet Ong.

All these schools are located in mountainous areas. The main assets are land and classrooms belonging to kindergartens, primary schools, secondary schools and ethnic minority boarding primary schools. Many facilities are detached areas and school points in villages and hamlets that have been put into use for many years.

Among these, Dien Quang commune received 26 facilities and school sites; Ba Thuoc commune received 16 facilities; Dien Lu commune received 15 facilities; Pu Luong commune received 10 facilities and Tay Do commune received 9 facilities.

Notably, some educational institutions have large asset values. In Dien Lu commune, Bai Tom area of Dien Lu Primary School has a land area of more than 3,845m2, the original price of land use rights is 11.448 billion VND. The school in this area has an area of more than 1,100m2, the original price is more than 2.307 billion VND, the remaining value is more than 636 million VND. The total original price of assets determined at this institution is more than 13.7 billion VND.

Also in Dien Lu commune, Dien Lu Primary School area in Song Ma village has more than 5,172m2 of land, original value of more than 2.634 billion VND.

In Tay Do commune, the land of Vinh Tien Primary and Secondary School is 4,150m2 wide, with a pre-price of more than 6.88 billion VND. The detached area of Vinh Long Kindergarten in Beo old village has more than 5,392m2 of land, with a pre-price of more than 6.47 billion VND.

In Ba Thuoc commune, the land of Lam Xa Kindergarten in neighborhood 1 Lam Xa has an area of more than 1,127m2, original price of 6.4 billion VND. Meanwhile, the land of Lam Xa Kindergarten in Pho Trang has original price of 688 million VND.

In Thiet Ong commune, Thiet Ong Kindergarten area on Dong Tam II street, now Dong Tam village, has more than 1,371m2 of land, original value of more than 3.7 billion VND. Some other school sites in the area also have land use rights values from more than 1 billion to more than 2.2 billion VND.

According to Thanh Hoa Provincial People's Committee, the transfer is carried out because units that are managing and using no longer need to use assets. The assets are transferred to communes that need to receive them in order to improve the efficiency of using public assets and limit waste.

The Provincial People's Committee requests receiving units to review dossiers, update the original value and remaining value of assets into accounting books; in case of information shortage, re-evaluate the value of assets according to regulations.

Localities must also develop specific exploitation plans, linking the use of housing and land facilities with the goal of developing education, health, culture, urban areas and public works.

In particular, the Provincial People's Committee requests not to let public assets be left vacant, degraded, wasted or used for the wrong purpose. For assets that no longer need to be used, the locality must develop a handling plan and report to competent authorities according to regulations.
