Thanh Hoa transfers 3 public headquarters to communes for management

Thanh Hoa - Three public housing and land facilities worth more than 9 billion VND are expected to be transferred to communes for management and exploitation.

On July 13, Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has issued a decision to hand over 3 houses and land facilities of the Tax and Civil Judgment Enforcement sector to the People's Committees of Thieu Hoa, Ba Thuoc and Nhu Thanh communes for management and handling. Specifically, the headquarters of Van Ha Tax Team - Base 6 Tax Department, formerly under the Yen Dinh - Thieu Hoa Regional Tax Sub-Department, was transferred to the People's Committee of Thieu Hoa commune.

In Ba Thuoc commune, the headquarters of the Canh Nang Tax Team - Base 9 Tax Department, formerly under the Cam Thuy - Ba Thuoc Regional Tax Sub-Department, is expected to be transferred to the People's Committee of Ba Thuoc commune.

The two tax industry facilities mentioned above have been decided by the Ministry of Finance to be transferred to local management and processing since March 2023.

The third facility is the headquarters of Civil Judgment Enforcement Department Area 9, under the old Nhu Thanh District Civil Judgment Enforcement Sub-Department, which was transferred to the Nhu Thanh Commune People's Committee.

In total, the 3 facilities have more than 1,729m2 of land and nearly 398m2 of houses, with a total original value of about 9.03 billion VND. The remaining value according to books mainly lies in land use rights, with a total amount of 7.52 billion VND.

According to the draft, receiving units must organize management and develop asset exploitation plans in accordance with regulations; and at the same time propose handling plans to ensure thrift and efficiency, not allowing assets to be left vacant, degraded or wasted.

The transfer of the above 3 headquarters takes place in the context that Thanh Hoa is continuing to handle a large volume of public assets arising after the process of streamlining the organizational structure and operating the 2-level local government model.

After arrangement, Thanh Hoa reduced from 547 communes, wards, and towns to 166 commune-level administrative units, including 147 communes and 19 wards. Reducing focal points, terminating the operation of district-level units and reorganizing specialized agencies has generated many houses and land facilities that no longer need to be used.

In some localities, the number of unused offices is still quite large. Yen Dinh commune has 8 redundant offices, while Vinh Loc commune has 15 facilities, including the headquarters of the old commune People's Committees, non-business units and vertical industry agencies. Many projects still have to arrange forces to oversee while the locality faces difficulties in funding for protection and maintenance.

On June 24, 2026, the Government issued Resolution No. 31/2026/NQ-CP on specific mechanisms and policies to accelerate the progress of handling and exploiting redundant houses and land after arranging the organizational structure and administrative units. This is the basis for localities to remove obstacles, put public assets into use or handle them thoroughly, instead of just completing the handover on the dossier.
