On the afternoon of September 19, the Thanh Hoa Provincial Civil Defense Command said that from 7 am on September 13 to 3 pm on September 19, there was moderate to heavy rain in the province, with very heavy rain in some places, common rainfall from 400-600mm. Some places recorded particularly heavy rainfall such as Tinh Gia 872mm, Ngoc Tra 693mm, Nhu Xuan 647mm and Yen Dinh 619mm.
Prolonged heavy rain caused floods to appear on many rivers. By the afternoon of September 19, the water level of rivers is tending to decrease, but some stations are still above alarm level. In which, Buoi River at Kim Tan is at 12.8m, 0.8m above alarm level III; Cau Chay River at Xuan Vinh is 0.16m above alarm level III; Yen River at Chuoi is above alarm level II 0.62m.
According to a quick report, at the highest point, localities evacuated 2,279 households with 8,223 people from 71 communes and wards to safe places. To date, 890 households with 3,176 people have returned home; and 1,389 households with 5,047 people in 52 communes and wards are still in evacuation areas and are provided with food and essential necessities.
In addition, 40 households with 179 people living in areas at risk of unsafety due to landslides have been proactively relocated. In which, Linh Son commune relocated 12 households with 45 people, Dong Luong commune relocated 28 households with 134 people.
Rain and floods caused localized flooding of roads to residential areas in 24 communes and wards, affecting 4,142 households with 16,111 people. Currently, 2,907 households with 11,998 people have returned to normal living, and 1,235 households with 4,113 people are still affected. Notably, the whole province currently has 8,433 households whose houses are flooded.
Natural disasters also caused 5 houses to collapse but did not cause casualties; 50 houses were affected by landslides and rolling rocks. Some schools were damaged, including Nghi Son Secondary School with equipment damaged, Yen Tho Kindergarten with 35m2 of fence collapsed and 3 school sites in Hoat Giang commune flooded.
Regarding traffic, by the afternoon of September 19, there were still 2 locations on the national highway that were landslides causing traffic jams on National Highway 16 through Yen Khuong and Tam Lu communes; one location on DT. 519 through Van Xuan commune is also being cut off. On national highways and provincial roads, 353 positive taluy landslide locations were recorded with about 64,803m3 of soil and rock and 23 negative taluy landslide locations.
In addition, there are 26 locations on national highways and provincial roads that are flooded, causing traffic jams. Road management units have set up barriers, installed warning signs and organized guidance for vehicles through dangerous areas.
For the agricultural sector, the total area of flooded crops is 7,805ha, including 4,669ha of rice, 1,830ha of vegetables and 1,306ha of sugarcane; 3, 451ha of aquaculture area was flooded and broken. Floods also caused more than 11,800 poultry and 54 pigs to die.
To overcome the consequences, the Thanh Hoa Provincial Military Command mobilized 2,842 turns of officers and soldiers along with vehicles and equipment to support localities. The Provincial Police mobilized 18,367 turns of officers and soldiers, 356 turns of vehicles and 16,489 turns of forces to protect security and order at the grassroots level to participate in responding to and overcoming the consequences of natural disasters.
Irrigation units are operating 64 pumping stations with 265 pumps and 26 drainage culverts to drain water and protect production. Localities continue to arrange forces to support people, ensure food and necessities at evacuation points, and urgently handle landslides, flooding and construction incidents.
