Request to recover the amount of money spent incorrectly
According to the People's Committee of Thanh Hoa province, recently, the Vice Chairman of the People's Committee of Dau Thanh Tung province signed a document directing the Department of Labor - Invalids and Social Affairs (DOLISA), districts, towns and cities to strengthen the implementation of illegal pension recovery for people with revolutionary contributions. As of December 31, 2024, the total number of beneficiaries of preferential allowances for people with revolutionary contributions according to the conclusions of inspections, examinations, handling of denunciations, recommendations, and reflections is 2,116 people, with a total amount to be recovered of more than 258 billion VND. Of which, the amount recovered and paid to the State budget is more than 1.1 billion VND, the remaining amount to be recovered is more than 257 billion VND. However, the recovery results are very low compared to the amount to be recovered.
Therefore, the Chairman of the People's Committee of Thanh Hoa province requested the Department of Labor, Invalids and Social Affairs, People's Committees of districts, towns and cities to quickly withdraw all.
Responsibilities of related individuals and groups
According to the Thanh Hoa Labor, Invalids and Social Affairs sector, over the years, the recovery of money spent incorrectly on benefits for meritorious people has encountered many difficulties because the beneficiaries of the wrong benefits are mainly poor households, people with serious illnesses, no longer able to work, and no source of income. Many of the subjects are ethnic minorities, with especially difficult circumstances. The amount of money to be recovered is large, while many policy beneficiaries are old and weak, no longer working.
For the above reasons, the Thanh Hoa Department of Labor, Invalids and Social Affairs recommends not to collect from subjects including: Poor households, near-poor households, people with serious illnesses, no longer able to work, no source of income, ethnic minorities without source of income.
Regarding the responsibility of relevant collectives and individuals when making mistakes, after the inspection conclusion, 3 specialized departments and many individuals in the Thanh Hoa Labor, Invalids and Social Affairs sector reviewed and drew profound lessons. 26/27 district-level social policy organizations, hundreds of People's Committees of communes, wards, towns and many related individuals have conducted reviews and drawn lessons.
Most individuals who have been leaders and officers involved in the review and management of records for the period 2000 2018 at the Department of Labor, Invalids and Social Affairs, District People's Committees, District Health Centers and Commune Policy Councils have retired, transferred jobs or passed away, so they do not conduct reviews.
Many cases do not have money to pay
