On the morning of September 8, at the 3rd session of the 10th term of the Da Nang City People's Council, delegates voted to elect Mr. Pham Duc An - Deputy Secretary of the Da Nang City Party Committee to hold the position of Chairman of the City People's Committee, term 2021 - 2026.
Speaking after being elected, the new Chairman of the Da Nang People's Committee Pham Duc An expressed his honor and deeply recognized his great responsibility before the Party Committee, government and people of the city.
He pledged to make every effort, devote himself to and inherit the achievements of previous generations of leaders, unite with the City People's Committee to successfully implement the socio-economic development goals, making Da Nang continue to develop rapidly, worthy of being a livable city, and a growth driver of the Central - Central Highlands region.
At the session, the People's Council of Da Nang City also carried out the procedure to dismiss Mr. Luong Nguyen Minh Triet - who has just been appointed to hold the position of Secretary of the Da Nang City Party Committee, term 2020-2025.
Mr. Pham Duc An (55 years old, from Nghe An province) has a high level of political theory, bachelor's degree in economic law, bachelor's degree in banking - finance, master's degree in business administration.
Mr. An has many years of experience in the banking industry.
From July 2009 to May 2011, Mr. An held the position of Party Committee Secretary, Director of Hung Yen Investment and Development Bank branch.
From June 2011 to June 2014, Mr. An was Deputy General Director of the Bank for Investment and Development of Vietnam.
From June 2014 to April 2020, Mr. An held many positions at the Bank for Agriculture and Rural Development of Vietnam and the State Bank of Vietnam.
Since May 2020, Mr. Pham Duc An was elected Party Secretary and Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam.
In December 2024, Mr. An was transferred and appointed to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the People's Committee of Quang Ninh province.
On September 6, the Politburo and the Central Party Secretariat announced the decision to transfer and appoint Mr. Pham Duc An to join the Executive Committee, the Standing Committee of the City Party Committee, to hold the position of Deputy Secretary of the Da Nang City Party Committee for the 2020 - 2025 term and introduced him to be elected as Chairman of the Da Nang City People's Committee for the 2021 - 2026 term.
