On the morning of September 14, the Office of Thanh Hoa Provincial People's Committee said that Mr. Mai Xuan Liem - Standing Vice Chairman of the Provincial People's Committee has just signed a decision on investment policy for the project to upgrade and expand DT. 501 (Truong Thi - Ham Rong road).
The project is invested by the Thanh Hoa Transport Construction Investment Project Management Board, belongs to group B, with a total investment of no more than 700 billion VND from the provincial budget.
According to the decision, the project is about 2.8km long. The starting point is at Km0+00, intersecting with about Km324+300 National Highway 1A, belonging to Hac Thanh ward; the ending point is at Km2+800, intersecting with about Km1+000 Nam Song Ma Avenue, belonging to Ham Rong ward.
The road section is invested according to the standard of urban main road TCVN 13592:2022, scale of 4 lanes, roadbed 24m wide, road surface 14m wide and sidewalks on both sides 5m wide.
The section passing through the Truong Thi Stele area will retain the road surface and renovate the sidewalk; the section passing through the Ham Rong Martyrs' Cemetery area will retain the current scale.
A notable item of the project is the new construction of Sang bridge. The bridge is expected to have a width suitable for the roadbed and is designed according to national standards for road bridge design.
The investment in the road aims to improve traffic flow capacity, gradually overcome traffic congestion on the axis connecting Hac Thanh ward with Ham Rong ward; and at the same time complete the transport infrastructure system and urban technical infrastructure according to the plan.
According to the plan, the 2026-2027 period will complete investment preparation work. From 2028 to 2031, the project will be deployed, completed, handed over, put into use and finalized.
Thanh Hoa Provincial People's Committee requests the Thanh Hoa Traffic Works Investment Project Management Board to coordinate with electricity, water, telecommunications and technical infrastructure management units to identify and implement the relocation and restoration of affected items.
The investor must also coordinate with the People's Committees of Hac Thanh and Ham Rong wards to accurately determine landmarks, scope of site clearance, deploy compensation, support, and resettlement to soon hand over the site for construction.
Notably, the Provincial People's Committee requests that in the process of project preparation and appraisal, if it is found that the investment policy has content that is not in accordance with planning, legal regulations, does not ensure feasibility, efficiency or is at risk of causing loss and waste, it must be reported to competent authorities for consideration before approving the investment project.
The Department of Finance is assigned to inspect and supervise the implementation process; departments, branches and authorities of Hac Thanh and Ham Rong wards coordinate to resolve related procedures according to their authority.
