On the morning of July 16, the 4th session of the 19th Thanh Hoa Provincial People's Council, term 2026-2031 opened, focusing on assessing the socio-economic situation in the first 6 months of the year, pointing out bottlenecks and deciding on important solutions for the remainder of the year.
Reports at the meeting showed that in the first 6 months of 2026, the gross regional domestic product in Thanh Hoa province increased by 7.21%. The index of industrial production increased by 10.7%; retail sales of goods and some service industries increased by 16.2%; the number of newly established enterprises increased by 29%.
Total investment capital implemented in the area reached 69,308 billion VND, an increase of 8.1% compared to the same period. The province attracted 64 projects, including 12 FDI projects, with a total registered capital of about 11,395 billion VND and 137.2 million USD.

The work of removing difficulties for backlog projects has improved. As of June 30, Thanh Hoa has resolved obstacles for 162 projects, but 139 projects are still being processed, with the goal of completion before August 31, 2026.
Despite achieving some positive results, Thanh Hoa Provincial People's Committee admitted that the growth rate of some sectors and fields has not reached the set scenario. Disbursement of public investment capital is still slow; many projects continue to face difficulties in site clearance, land, planning and investment procedures.
Production and business activities of a part of businesses still face many challenges. The situation of slow social insurance payments in some units has not been completely resolved. Coordination in some sectors and localities is not close; the capacity to advise and organize task implementation in some units is still limited.
Speaking to direct at the session, Mr. Le Duc Thai - Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thanh Hoa province - assessed that the results achieved have not met development requirements and are not commensurate with the potential and advantages of the province.
Thanh Hoa Provincial Party Secretary pointed out that the GRDP growth rate has not met expectations; the progress of public investment disbursement, handling of backlog projects, planning work, land price determination and investment procedure settlement are still slow.
Notably, there is still a situation of avoidance and shirking responsibility; things under authority but not being handled decisively, affecting the progress of task implementation and the trust of people and businesses.
According to Mr. Le Duc Thai, the major bottleneck currently does not mainly lie in mechanisms and policies but in the implementation stage. The policy is there, the authority has been decentralized, the decisive issue is the spirit of responsibility, bravery and capacity of officials, especially the head.
Political determination must be turned into specific actions, specific results; matters under authority must be resolved immediately, without avoidance, without pushing back, without waiting for instructions; stick to grasp and solve the work to the end," Thanh Hoa Provincial Party Secretary requested.
All difficulties and obstacles in investment, land, planning, site clearance and public investment disbursement must be clearly assigned to the presiding agency, clearly defining the handling time limit. Do not let work be delayed due to irresponsibility or ineffective coordination.
Thanh Hoa Provincial Party Secretary requested to maintain the growth target for 2026, without adjusting targets. Each department, sector, and locality must review each growth engine, clearly identify tasks, clear progress, clear responsibilities and clear results.
Mr. Le Duc Thai requested all levels and sectors in the province to create substantive changes in administrative reform, digital transformation, science - technology and innovation; improve the investment and business environment, attract large-scale, high-tech and high value-added projects.

Immediately after the meeting, the Provincial People's Committee, departments, branches and localities are requested to urgently concretize the resolutions into programs and action plans. Each task must be linked to progress, responsibilities and specific products, avoiding the situation where resolutions are issued but implemented slowly or ineffectively.
Speaking at the opening of the session, Mr. Nguyen Hong Phong - Chairman of Thanh Hoa Provincial People's Council - requested delegates to carefully assess the legal basis, resources, impact and feasibility of each policy. The Provincial People's Committee and relevant agencies must clearly explain issues with different opinions, ensuring that the issued resolutions are correct, accurate and close to reality.
