Bottlenecks at key traffic projects
The Coastal Road Project connecting the East-West Economic Corridor phase 1 is one of the key infrastructure projects of Quang Tri province with a total investment of more than 2,731 billion VND. The road, about 48km long, is expected to open up a new development space for the coastal area, strengthening the connection of economic and tourism centers with the East-West trade corridor.
Previously, the project faced the risk of delays when many sections of the route were under construction, and some contractors had not mobilized sufficient manpower and equipment as committed. However, according to the latest report of the Department of Construction, site clearance is basically completed with 99% of the route length being handed over. Contractors are simultaneously deploying construction on locations with clean ground.

To date, bridges, culverts and drainage systems have been basically completed, the value of construction contracts has reached about 70%. Accumulated disbursement reached more than 2,017 billion VND, equivalent to 81.1% of the total allocated capital.
For the Nhat Le 3 bridge and road project at both ends of the bridge, the project currently reaches about 93% of the construction volume. The main items of the bridge have been completed, and the lighting system has been put into operation. At the construction site, construction units are focusing on completing the drainage system, foundation and road surface at the expansion sections on Bao Ninh side.

However, the project has not yet been completed due to site clearance problems in the approach road area of the bridge. Up to now, site clearance of 14.1/15.33ha has been completed. Some households have not yet agreed on compensation, support and resettlement plans, causing the final items to not be able to be implemented synchronously.
Meanwhile, the Dong Hoi City Central Railway Road and Overpass Project, with a total investment after adjustment of 193.5 billion VND, is also racing against schedule after being affected many times by site clearance problems.
Currently, the bridge part package has been basically completed, and the contractor is constructing the access road to the bridge. For the road part, the vertical and horizontal drainage systems have been completed, and construction units are focusing on treating the roadbed and foundation at the handed-over locations.

The value of construction and installation volume reached more than 67 billion VND, equivalent to 71.19% of the contract value. Accumulated disbursement reached about 158 billion VND, equal to 81.7% of the total allocated investment capital. However, some existing site locations are still factors affecting the project completion target in the third quarter of 2026.
Focus on removing difficulties
Faced with the risk of key projects being affected in progress, Quang Tri Provincial People's Committee has continuously issued many directives requesting communes, wards, investors and related units to focus on removing bottlenecks in site clearance.
Regarding the Nhat Le 3 bridge project, the Provincial People's Committee requests units to complete the compensation and resettlement support plan for households still facing difficulties; accelerate land recovery procedures and resolutely handle cases of delays. Localities are assigned to review the entire implementation process, limiting errors in dossiers leading to prolonged site clearance time.

At the central railway overpass project of Dong Hoi City, the Provincial People's Committee requested the Chairmen of the People's Committees of Dong Hoi and Dong Thuan wards, the Director of the Provincial Land Fund Development Center, and related organizations and individuals to be responsible to the Provincial People's Committee if there is a situation of slow site clearance affecting project progress and causing waste of public investment capital.
Recently, Mr. Le Hong Vinh - Chairman of the Provincial People's Committee and Mr. Phan Phong Phu - Vice Chairman of Quang Tri Provincial People's Committee, along with leaders of departments, branches and localities, directly inspected the site of key traffic projects.

Through actual inspection, the Chairman of the Provincial People's Committee acknowledged the efforts of investors, contractors and localities, and at the same time requested to continue to focus highly on site clearance work; proactively handle difficulties and obstacles on the basis of legal regulations.

The Chairman of the Provincial People's Committee also requested to strengthen propaganda and mobilization to create consensus among the people; fully implement support policies; develop plans to protect construction in areas that are still problematic. Investors and contractors must mobilize maximum human resources and equipment, take advantage of favorable weather to increase shifts, increase shifts, accelerate construction progress and disburse public investment capital, striving to complete projects according to the set plan.
